Staatssecretaris voor asiel en migratie Nicole de Moor zet preventiecampagnes in om te vermijden dat asielzoekers die onder de verantwoordelijkheid van andere Europese landen vallen, in België nog een asielprocedure zouden opstarten. Die secundaire migratie uit andere Europese lidstaten zorgt voor een bijkomende druk op het Belgisch asielsysteem en opvangnetwerk.

Volgens de Hoge Commissaris van de Verenigde Naties voor de Vluchtelingen (UNHCR) hebben op 15 november 2022 meer dan 7,8 miljoen mensen Oekraïne verlaten op zoek naar veiligheid en zijn ze voornamelijk in de naburige landen van de Europese Unie (EU) en derde landen aangekomen. In deze Inform worden de maatregelen geanalyseerd die de lidstaten van de Europese Unie (EU) hebben getroffen voor huisvesting en toegang tot specifieke diensten, namelijk sociale uitkeringen, onderwijs, werkgelegenheid en gezondheidszorg voor personen die tijdelijke bescherming genieten, in het kader van de inwerkingtreding van de Richtlijn Tijdelijke Bescherming (TPD) (Richtlijn 2001/55/EG), teweeggebracht als reactie op de inval van Rusland in Oekraïne op 24 februari 2022.
