De deskundigengroep inzake de bestrijding van mensenhandel van de Raad van Europa (GRETA) heeft zijn vierde evaluatieverslag over België gepubliceerd. Het verslag bestrijkt de periode van juli 2022 tot juni 2026. Het rapport onderzoekt de kwetsbaarheden voor mensenhandel, de maatregelen om deze te voorkomen en op te sporen, en de identificatie, bescherming en bijstand van slachtoffers. Daarnaast beoordeelt het de onderzoeken en strafvervolgingen, alsook het gebruik van informatie- en communicatietechnologieën (ICT) bij mensenhandel. GRETA wijst op een aantal domeinen waarop verdere actie nodig is om de Belgische aanpak van mensenhandel te versterken.

België start op 28 september 2026 met de geleidelijke invoering van een nieuw model van het Attest van Immatriculatie (AI), ook bekend als de “oranje kaart”. Het nieuwe AI neemt de vorm aan van een beveiligd boekje in paspoortformaat en wordt ingevoerd naast de bestaande oranje kaart en het tijdelijke A4-model.

Een delegatie van het Europees Comité ter voorkoming van foltering en onmenselijke of vernederende behandelingen of straffen (CPT) van de Raad van Europa sloot op 17 september 2026 een ad hoc-bezoek aan België af. Het bezoek liep van 8 tot en met 17 september en richtte zich op de wijze waarop personen worden behandeld die op grond van de immigratiewetgeving van hun vrijheid zijn beroofd.

Volgens cijfers van de Dienst Vreemdelingenzaken zijn in de eerste acht maanden van 2026 1.239 gedetineerden zonder verblijfsvergunning na hun detentie in België teruggestuurd naar hun land van herkomst. Dat is meer dan in dezelfde periode van 2025, toen 991 terugkeergevallen werden geregistreerd, en in 2024, toen het er 828 waren.

Op 10 september 2026 publiceerde de Commissie Diversiteit van de Sociaal-Economische Raad van Vlaanderen (SERV) een advies waarin wordt gepleit voor een geïntegreerde aanpak om de arbeidsmarktparticipatie van vrouwen van de eerste generatie uit niet-EU-landen te versterken. Het advies wijst op hun relatief kwetsbare positie op de Vlaamse arbeidsmarkt en roept op tot beleidsmaatregelen die drempels in verschillende beleidsdomeinen aanpakken, met aandacht voor de verschillen binnen deze groep.

België en het Verenigd Koninkrijk hebben een Samenwerkingsovereenkomst inzake Rechtshandhaving (Law Enforcement Cooperation Agreement, LECA) ondertekend, met als doel de samenwerking tussen hun rechtshandhavingsautoriteiten te versterken. De overeenkomst zal een snellere en meer autonome uitwisseling van inlichtingen mogelijk maken en gezamenlijke acties ondersteunen tegen migrantensmokkel en andere vormen van ernstige en georganiseerde criminaliteit.

Het nieuwe Strafwetboek van België treedt op 1 september 2026 in werking. Een uitgaventoets die op 31 augustus 2026 werd gepubliceerd, onderzoekt de organisatie van de Belgische gesloten centra en hun rol in de terugkeerketen. Uit de toets blijkt dat de centra binnen de huidige beperkingen relatief efficiënt functioneren, maar dat er structurele uitdagingen zijn die een impact hebben op het gebruik van de beschikbare capaciteit. Op 20 mei 2026 waren 541 van de 689 theoretische plaatsen daadwerkelijk bruikbaar, terwijl 148 plaatsen niet beschikbaar waren als gevolg van infrastructuurproblemen of personeelstekorten. De toets formuleert 74 aanbevelingen en meer dan 170 concrete acties, verspreid over negen domeinen.

Myria, the Federal Migration Centre, has provided information on the possibilities for people in Gaza to travel to Belgium, focusing on two issues: the possibility of submitting a visa application from the Gaza Strip and the possibility of being evacuated to Belgium. While remote submission is currently possible for certain family reunification visa applications, other visa applications cannot currently be submitted remotely. Myria also reports that there are currently no evacuations from Gaza to Belgium and no apparent prospect of a new government decision to resume them.

Belgium and Algeria have signed two linked agreements, one on the readmission of irregularly staying Algerians and another providing a visa exemption for holders of Algerian diplomatic and service passports. The readmission agreement introduces measures to speed up identification, extend the validity of travel documents, allow the return of multiple individuals on the same flight, and permit the use of Algerian escorts during enforced returns.

Belgian judicial and law enforcement authorities contributed to an operation targeting a criminal network supplying small boats for migrant crossings. Four high-level suspects were arrested in Germany and are expected to be extradited to Belgium for prosecution in Bruges. Searches in Germany and Belgium resulted in the seizure of boats, engines, life jackets, cash, and other equipment used in the smuggling activities.

The Netherlands has decided to resume Dublin transfers of single, non-vulnerable male asylum seekers to Belgium, following a period in which such transfers were suspended after a Dutch court ruling. In April 2025, the District Court of The Hague, sitting in Groningen, found that single male asylum seekers risked being deprived of adequate reception conditions in Belgium, which could expose them to inhumane or degrading treatment. The ruling led to a halt in transfers under the EU Dublin system.
