The Council of Europe Commissioner for Human Rights, Michael O’Flaherty, warns that externalised asylum and migration policies must be carefully designed to avoid serious human rights risks. His report highlights how transferring asylum, return, and border control functions to other countries can expose migrants to torture, arbitrary detention, and collective expulsions. Particular risks arise in the external processing of asylum claims, return procedures including “return hubs,” and outsourcing of border control. The Commissioner calls on states to adopt precautionary approaches, safeguard vulnerable people, and ensure transparency and accountability.

Deze Inform van het Europees Migratienetwerk (EMN), in samenwerking met de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO), werpt licht op de rol van migratiediplomatie bij het bevorderen van internationale samenwerking voor effectief migratiebeheer. Het benadrukt de diplomatieke instrumenten, praktijken en uitdagingen die gepaard gaan met migratiediplomatie in EMN-lid- en waarnemerslanden, met voorbeelden uit OESO-landen.

Deze Inform onderzoekt nationale initiatieven in EMN-lidstaten en Servië die de migratie-ontwikkelingssamenwerkingsnexus implementeren, op strategisch en operationeel/programmaniveau. Het belicht initiatieven die gefinancierd en/of geïmplementeerd worden via bilaterale of multilaterale samenwerking tussen deze landen en partnerlanden. De Inform bestrijkt activiteiten van 2019 tot 2023.

Door de toegenomen behoefte aan buitenlandse arbeidskrachten voeren de lidstaten steeds meer onderhandelingen over bilaterale overeenkomsten en programma's met derde landen over arbeidsmobiliteit. Om een overzicht te krijgen van de huidige stand van zaken en om deze kwestie beter te coördineren, heeft de Europese Commissie de EMN-lidstaten gevraagd informatie te verstrekken over alle bilaterale overeenkomsten of programma's ter ondersteuning van mobiliteit uit derde landen.

Steeds meer mensen worden door de klimaatverandering getroffen. Bijgevolg is er ook meer behoefte aan begrip van en voorbereiding op klimaatgerelateerde migratie. Het doel van deze inform is dan ook om het bestaande onderzoek aan te vullen en een breder perspectief te bieden op de initiatieven en beleidsmaatregelen die op nationaal niveau genomen worden in EMN-lidstaten en OESO-landen die geen lid zijn van de EU, specifiek met betrekking tot de manier waarop ontheemding en migratie gerelateerd aan rampen, klimaatverandering en milieudegradatie.

Deze Inform gaat na welke nationale strategieën, succesvolle programma's en initiatieven in de lidstaten van het EMN zijn uitgevoerd om de vooruitzichten voor ontheemden in landen van eerste opvang en doorreis buiten de EU te verbeteren, en hoe deze strategieën zijn geïntegreerd in bestaande EU- en internationale kaders en overeenkomsten.
