In 2009 verwelkomen de EU lidstaten zo'n 2.3 miljoen nieuwe staatsburgers via uitgereikte vergunningen (met 'nieuwe staatsburgers' bedoelt men niet-Europese burgers). Dit cijfer vertegenwoordigt een daling van 0.2 miljoen vergeleken met 2008.

The European Commission has proposed a five-point plan to strengthen the resilience and security of the EU’s external borders and improve preparedness for sudden mass arrivals. De Europese Commissie heeft België en 19 andere EU-lidstaten een aanmaningsbrief gestuurd omdat zij de volledige omzetting van de herziene EU-richtlijn inzake mensenhandel niet hebben meegedeeld. De Commissie verzond deze brieven op 25 september 2026, nadat de termijn waarbinnen de lidstaten de richtlijn in nationaal recht moesten omzetten, was verstreken.

On 16 September 2026, European Commission President Ursula von der Leyen announced the preparation of a new European Emergency Response Framework to enable the EU to respond to exceptional situations involving mass movements of people at the EU’s external borders. The announcement was made in her annual State of the Union address, which also set out priorities concerning the implementation of the Pact on Migration and Asylum, border management and returns.

The package includes five legislative proposals covering the digitalisation of social security documents, the portability and recognition of qualifications, the recognition of qualifications obtained outside the EU, and the mandate of the European Labour Authority (ELA), including its role in relation to third-country nationals.

On 25 August 2026, the European Commission confirmed that it had received a formal request from Spain for emergency funding to address the migratory situation in Ceuta. The Commission said it was assessing the request as a priority, with a view to taking a swift decision, and stood ready to provide further EU support, including through EU agencies. The European Commission and the High Representative of the Union for Foreign Affairs and Security Policy have proposed a new horizontal EU sanctions regime targeting migrant smuggling, trafficking in human beings and other serious forms of organised crime. The proposed framework would allow the European Union to impose restrictive measures on individuals and entities involved in such activities originating outside the EU where they pose a serious threat to the Union's values, the security of the EU and its Member States, or to international security. The proposals will now be examined by the Council.

The European Commission has rejected calls from the aviation sector and the Port of Dover to suspend the EU Entry/Exit System (EES) during the summer travel season. While acknowledging operational difficulties at around 20 external border crossing points, the Commission considers that suspending the system would not be appropriate. It has instead announced additional efforts to support Member States facing implementation challenges.

The new Directive on the rights, support and protection of victims of crime revises the EU framework on the rights of people who are victims of criminal offences, including victims of violence, victims of trafficking in human beings, child victims of sexual exploitation, and victims of terrorism. It introduces measures to improve access to information, support and protection, facilitate the reporting of crime and strengthen victims’ rights in criminal proceedings.

The European Commission has updated its assessment of preparations for the Pact on Migration and Asylum ahead of its full application in June 2026. While most Member States have made progress in adapting legal and operational frameworks, significant gaps remain in key areas. These include border procedures, reception capacity, asylum processing, return systems and solidarity mechanisms. The Commission stresses that sustained efforts will be required beyond June to ensure full operational readiness.
