Belgium’s new Criminal Code enters into force on 1 September 2026. Among its provisions relevant to migration, Articles 258 to 264 set out rules on human trafficking and human smuggling, including their definitions, aggravated forms, penalties and specific provisions concerning victims.

De afdeling Gent van de Rechtbank van eerste aanleg Oost-Vlaanderen heeft in de Lotus-zaak 33 beklaagden veroordeeld wegens mensenhandel met verzwarende omstandigheden en wegens het leiden van of deelnemen aan een criminele organisatie. De organisatie ronselde meer dan 100 financieel kwetsbare Chinese vrouwen en exploiteerde hen in de prostitutie in België en andere Europese landen. Vier beklaagden werden eveneens veroordeeld voor mensenhandel met de verzwarende omstandigheid dat het misdrijf de dood van een slachtoffer tot gevolg had. Er werden gevangenisstraffen tot zeven jaar, geldboetes en verbeurdverklaringen opgelegd.

On World Day against Trafficking in Persons, the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) joined the Inter-Agency Coordination Group against Trafficking in Persons (ICAT) in calling for victims of trafficking who are forced to commit crimes to be protected rather than punished. The two bodies highlight the growing prevalence of trafficking for forced criminality, particularly in scam operations, and call for stronger measures to identify and protect victims.

The European Commission and the High Representative of the Union for Foreign Affairs and Security Policy have proposed a new horizontal EU sanctions regime targeting migrant smuggling, trafficking in human beings and other serious forms of organised crime. The proposed framework would allow the European Union to impose restrictive measures on individuals and entities involved in such activities originating outside the EU where they pose a serious threat to the Union's values, the security of the EU and its Member States, or to international security. The proposals will now be examined by the Council.

Belgium has contributed to Operation Global Chain 2026, a large-scale international law enforcement operation targeting human trafficking networks. Coordinated across 59 countries, the operation took place from 8 to 12 June 2026 and focused on trafficking for sexual exploitation, forced criminality and forced begging, with a particular focus on underage victims. In Belgium, a police operation in Charleroi and Verviers led to the dismantling of a trafficking network and the identification of 22 minor victims.

This conference will address the pressing issue of human trafficking affecting young people in Belgium, including sexual exploitation, forced criminality, and economic exploitation. It will bring together international experts, as well as Minister Yves Coppieters, responsible for Women’s Rights and Equal Opportunities, to discuss the current situation, share experiences, and highlight effective measures to protect youth. The Samilia Prize will be presented later in the evening.

Het blauwe hart wordt erkend als het internationale symbool in de strijd tegen mensenhandel. Op 28 juli 2025 werd de “Blue Heart”-campagne gelanceerd op het stadhuis van Leuven. EMN België was erbij, net als de lokale autoriteiten, de drie gespecialiseerde centra voor slachtoffers van mensenhandel, het federaal migratiecentrum Myria, het VN-Bureau voor drugs- en misdaadbestrijding (UNODC) en vele andere belanghebbenden. Het thema van dit jaar is “Mensenhandel is georganiseerde misdaad - maak een einde aan de uitbuiting”.

Before 21 August 2024, public institutions, private non-profit and international organisations may submit an application to receive funding under the Asylum, Migration and Integration Fund (AMIF) for a project strengthening the identification, assistance, support, and integration of third-country national victims of trafficking in human beings.

Recent Eurostat figures show that in 2022, 10.093 victims of human trafficking were registered in the European Union. There were 8.064 suspected traffickers and 2.097 convicted traffickers. The statistics also shed light on gender distribution among traffickers and victims, as well as exploitation patterns.

Als onderdeel van een onderzoek naar mensenhandel zijn 30 bordelen in het noordelijke district van Brussel onder gerechtelijk verzegeling geplaatst. 25 mensen werden gearresteerd en 23 anderen werden administratief van hun vrijheid beroofd.

Ter gelegenheid van de Europese dag tegen mensenhandel (18 oktober), organiseert PAG-ASA de tweede Week tegen Mensenhandel in Brussel! Aan de hand van een reeks evenementen in de week van 16 tot 20 oktober kan u meer te weten komen over het fenomeen mensenhandel, de uitdagingen voor de slachtoffers en de Belgische beschermingsprocedure.

In haar State of the Union-toespraak voor 2023 richtte de voorzitter van de Europese Commissie, Ursula von der Leyen, zich onder andere op migratie. Ze benadrukte dat een overeenkomst over het Nieuwe Pact inzake Migratie en Asiel nog nooit zo dichtbij is geweest.

De Staatssecretaris voor Asiel en Migratie gaf de Dienst Vreemdelingenzaken de opdracht om een preventiecampagne op te starten om mensen in Nigeria te wijzen op de gevaren van mensenhandel, uitbuiting en de risico’s die verbonden zijn aan irreguliere migratie.  

The European Crime Prevention Award (ECPA) and Best Practice Conference (BPC) will focus on the trafficking in human beings for the purpose of labour exploitation and other kinds of exploitation.

Het 2022 UNODC ‘Global Report on Trafficking in Persons’ is vandaag gepubliceerd. Het toont aan dat klimaatverandering de kwetsbaarheid voor mensenhandel vergroot en gewapende conflicten een voedingsbodem voor mensenhandel zijn.
