On 28 March 2024, the House of Representatives, during the plenary session, approved by a majority the ETIAS law which establishes the Belgian ETIAS National Unit and defines its organisation and functioning. It will enforce the ETIAS (European Travel Information and Authorisation System) regulation adopted by the European Union in 2018. 

In 2023, Belgium registered 8,8% fewer first-time asylum applicants than in 2022, that is to say, 29.260 in 2023 compared to 32.100 in 2022. On the contrary, the number of first-time asylum applicants registered in the whole EU in 2023 reached 1.048.880, which represents an increase of 20.1 % compared to 2022. 

During the European Council on 21-22 March 2024, EU leaders reviewed the state of play on migration following the Communication from the Commission and reaffirmed the EU’s commitment to continue pursuing a comprehensive approach to migration as agreed in its conclusions of December 2023.

As labour and skills shortages have been increasing and are expected to continue rising over the coming decades in all EU Member States, the European Commission published an action plan setting out key measures that the EU, Member States and social partners should take in the short to medium term to address this challenge. 

The Expert Conference on Return and Reintegration, jointly organised by Belgium’s Federal Agency for the Reception of Asylum Seekers (Fedasil), the International Centre for Migration Policy Development (ICMPD), the European Border and Coast Guard Agency (Frontex), and the Migration Policy institute Europe (MPI-E) marked a significant moment during the Belgian Presidency of the Council of the EU.

On 18 March 2024, the Belgian Presidency of the Council of the European Union, the Office of the Commissioner General for Refugees and Stateless Persons (CGVS) and the European Union Agency for Asylum (EUAA) co-organized a conference during which participants reiterated the need for greater convergence between Member States to achieve a fair and efficient asylum system.

In a joint Declaration signed in Cairo on 17 March 2024, the Arab Republic of Egypt and the European Union agreed to elevate their relationship to the level of a strategic and comprehensive partnership. The document identifies specific areas of cooperation, including migration and mobility.

At a meeting of the Council’s Permanent Representatives Committee (COREPER), Member States agreed their position on a draft regulation which updates a mechanism that allows the EU to suspend visa-free travel for third countries whose nationals are exempt from the visa obligation when travelling to the Schengen area.

According to the provisional monthly results of the statistics on changes of nationality, 3.885 persons obtained the Belgian nationality in December 2023. This raises the total figure for 2023 to 54.813 persons who obtained the Belgian nationality. 

Commissioner for Home Affairs, Ylva Johansson together with the Mauritanian Minister of Interior and Decentralisation, Mohamed Ahmed Ould Mohamed Lemine, have signed a Joint Declaration launching an EU-Mauritania migration partnership. Both parties will hold a dialogue on a regular basis to implement this Joint Declaration.

According to data collected by IOM’s Missing Migrants Project, 2023, with at least 8565 deaths and disappearances, is the deadliest year since the project's inception in 2014. IOM highlights the urgent need for action to prevent further loss of life. 

Vandaag hebben de onderhandelaars van het Belgische Raadsvoorzitterschap en die van het Europees Parlement een voorlopig akkoord bereikt over twee verordeningen die de verzameling en het gebruik van luchtvaartpassagiersgegevens regelen voor grensbeheer en rechtshandhaving.

In de uitspraak in zaak C-222/22 oordeelde het Hof van Justitie van de Europese Unie dat de Kwalificatierichtlijn zich verzet tegen een vermoeden dat elk volgend verzoek om internationale bescherming, gebaseerd op omstandigheden die de verzoeker heeft gecreëerd door zijn of haar eigen beslissing sinds het verlaten van het land van herkomst, voortkomt uit het oogmerk de procedure voor de verlening van internationale bescherming te misbruiken of te instrumentaliseren. Elk volgend verzoek moet op individuele basis worden beoordeeld.

A strategic analysis by the European Agency for Asylum (EUAA), reveals that in 2023, 1.14 million applications for international protection were lodged in the EU+ countries (i.e. the 27 European Union Member States, plus Norway and Switzerland), marking the highest level in seven years. The analysis sheds light on the trends that were observed in 2023.

Op 28 februari publiceerde de Europese Ombudsman een persmededeling over de voltooiing van een onderzoek naar de scheepsramp met de Adriana in juni 2023. De persmededeling identificeerde verschillende systemische problemen. De Ombudsman riep EU-wetgevers op om lacunes in de bescherming van grondrechten aan te pakken. Daarnaast, raadde ze aan een onafhankelijke onderzoekscommissie op te richten om de redenen voor het grote aantal doden op de Middellandse Zee te onderzoeken.

Een grootschalige operatie van rechtshandhavings- en justitiële autoriteiten leidde tot de ontmanteling van één van de actiefste netwerken van migrantensmokkel over het Kanaal in kleine bootjes. De operatie werd gecoördineerd door Europol en Eurojust en betrok de Belgische, Franse en Duitse autoriteiten.

Of the 14.779 Ukrainian refugees registered with the VDAB, 45 percent (6.599) have already worked and 27 percent (4.045) are still working. Some argue that more should be done to guide them into work, inter alia encouraging language learning in the workplace.

Gezien de grote druk op het Belgische opvangsysteem, creëerde Fedasil meer dan 3.000 plaatsen in 2023. Ondanks deze inspanningen, kwam Fedasil vorig jaar plaatsen tekort om alle aanvragers van internationale bescherming op te vangen. 

Today, the European Parliament’s Committee on Civil Liberties, Justice, and Home Affairs (LIBE) approved the inter-institutional agreement achieved in December with the Council on the Migration and Asylum Pact. 

De Staatssecretaris voor Asiel en Migratie heeft vandaag aangekondigd dat er een nieuwe software in ontwikkeling is in samenwerking met de digitale productstudio 'In the pocket'. Dit om informatie met betrekking tot het verblijf van derdelanders in gesloten centra beter te kunnen beheren.

In het vandaag gepubliceerde pushback-rapport 2023 zegt de mensenrechtenorganisatie 11.11.11. dat er in 2023 346.004 illegale pushbacks waren van mensen die naar Europa migreerden - dat zijn er 947 per dag. De organisatie heeft informatie van ngo's, mensenrechtenorganisaties en VN-agentschappen gebruikt om dit cijfer te rapporteren. 

Volgens Statbel, het Belgische bureau voor de statistiek, verkregen 4.489 personen de Belgische nationaliteit in november 2023. De belangrijkste landen van herkomst van personen die in november de Belgische nationaliteit verwierven zijn Marokko, Syrië, Roemenië, Afghanistan en Turkije. 

Op voorstel van de Staatssecretaris voor Asiel en Migratie heeft de Ministerraad vandaag ingestemd met de sluiting van een huurovereenkomst voor het gebruik van een terrein in Lodelinsart (Charleroi). Fedasil zal de locatie beschikbaar stellen aan het Rode Kruis om containers te plaatsen om zo de opvangcapaciteit voor aanvragers van internationale bescherming te vergroten.

Today, EU Member States’ representatives meeting in the Coreper approved key laws which will reform the EU’s asylum and migration system. The EU laws of the Pact touch upon all stages of asylum and migration management.

Het Belgische voorzitterschap van de Raad van de Europese Unie en onderhandelaars van het Europees Parlement hebben vandaag een voorlopige overeenkomst bereikt over de wijziging van de Schengengrenscode. De update verduidelijkt met name de regels met betrekking tot de herinvoering van grenscontroles en biedt oplossingen voor situaties waarin migranten worden geïnstrumentaliseerd.
