Selon le Haut Commissariat des Nations Unies pour les Réfugiés (HCR), en date du 15 novembre 2022, plus de 7,8 millions de personnes ont quitté l’Ukraine à la recherche de sécurité, arrivant principalement dans les pays de l'Union européenne (UE) et les pays tiers voisins. Ces fiches d'information analysent les dispositions que les États membres de l’Union européenne (UE) ont mises en place pour le logement et l’accès à des services spécifiques, à savoir les allocations sociales, l’éducation, l’emploi et les soins de santé pour les bénéficiaires d’une protection temporaire, dans le contexte de l’activation de la directive de protection temporaire (DPT) (2001/55/CE), déclenchée en réponse à l’invasion de l’Ukraine par la Russie le 24 février 2022.

The outbreak of the COVID-19 pandemic and the substantial measures taken by EU and OECD countries to prevent the spread of the virus are having direct and indirect impacts on international students coming to those countries. While the long-term consequences are difficult to predict, the immediate impacts are already visible, for example, the processing of new applications or renewing of residence permits has in many cases been hindered or suspended, with consequences for international students already present in the host country. In addition, the abrupt downturn in economic activity has had a significant impact across many sectors, with international students facing the loss of their part time jobs or reduced or lost incomes, which could have an impact on their ability to continue their studies or find a job or start a business following their graduation.

En 2003, le Conseil a adopté la Directive 2003/109/CE relative aux résidents de longue durée afin de promouvoir l'intégration des ressortissants de pays tiers en séjour régulier dans l'UE. Quatorze ans après son entrée en vigueur, EMN Luxembourg a mené une étude sur la mise en œuvre de la directive dans 23 Etats membres de l'UE, y compris la Belgique.

On 22 October 2019, the Association of Flemish Cities and Municipalities (VVSG) published the results of the survey conducted in the spring of 2019. The results show that especially the search for housing for beneficiaries of international protection is very problematic. The regulations state that, in principle, they must leave the Local Reception Initiative (LOI) within two months. As in the VVSG survey of 2017, half of the respondents do not consider this period to be feasible. For almost 1 in 5, finding housing within this timeframe very exceptionally the case, and only thanks to the possibility to extend the stay in the LOI twice by 1 month.

A new report published by the Friedrich Ebert Stiftung shows how attitudes across Europe have changed before and after the 2015 migration ‘crisis’ and tries to explain what has driven those changes. Using data from the European Social Survey, the report’s authors find that, overall, perceptions of migration have remained both neutral and stable before and after the ‘crisis’. But there are a few countries that have become significantly more positive about migrants, as well as a few that have become significantly more negative.

The panel discussion will present the findings of the recently completed research project of the European Foundation for Democracy which examined how different European countries with high numbers of refugees and/or experience of integrating high numbers of refugees are managing the integration process and identifies good practices for integrating refugees. The research looked in particular at the situation of Syrian refugees in Europe, though not exclusively.
