On 22 May 2024, a joint conference hosted by Fedasil and the EUAA highlighted innovative collaboration models designed to strengthen migration systems. The event brought together diverse participants from various EU Member States, including government bodies, international organisations, civil society groups, and private entities. It focused on strategies to improve the reception, information provision, and pre-integration of international protection applicants.

In Palestinian cases, several elements prevent the Office of the Commissioner General for Refugees and Stateless persons (CGRS) from taking a decision within the initial six-month period after receiving the application for international protection. The CGRS commits to ensuring that Palestinian cases are processed more quickly and that a decision can be taken within 21 months of the submission of the application for protection.

During a joint webinar, experts from the European Migration Network and the Organization for Economic Cooperation and Development highlighted the positive trends characterizing the labour market integration of Ukrainians, including employment rates and their progress, main sectors of employment, and most common policies and measures for facilitating labour market integration. They also identified the difficulties and remaining challenges in this domain.

The Expert Conference, that is jointly hosted by Belgium’s Federal Agency for the Reception of Asylum Seekers (Fedasil), and the European Union Agency for Asylum (EUAA), in cooperation with the Migration Policy Institute Europe (MPI Europe), aims to explore multi-stakeholder strategies in three specific areas: reception, information provision, and pre-integration.

Tijdens dit webinar zullen de belangrijkste bevindingen van de nieuwe gezamenlijke EMN-OESO Inform over de arbeidsmarktintegratie van personen met tijdelijke bescherming uit Oekraïne worden voorgesteld. Deze bevindingen zullen worden aangevuld met inzichten van andere internationale organisaties. Tevens zullen specifieke benaderingen en maatregelen van verschillende gastlanden belicht worden.

The Secretary of State for Asylum and Migration announced that applications for international protection from people from safe countries of origin have been processed in 12 working days and those from people originating from countries for which a low rate of protection is granted in 39 days, since 1 February 2024. This aims to free up places in the reception network for those who actually need protection. 

On Friday 3 May 2024, the Council of Ministers approved a draft royal decree appointing Pieter Spinnewijn as Director General of the Federal Agency for the Reception of Asylum Seekers (Fedasil). His mandate will begin on 1 July 2024 for a period of six years.

On the proposal of Minister of Foreign Affairs Hadja Lahbib and Secretary of State for Asylum and Migration Nicole de Moor, the Council of Ministers approved a draft royal decree establishing the list of safe countries of origin, now including Moldova.

The Flemish Red Cross confirmed that the emergency village built in Mechelen in May 2022 for Ukrainians will close its doors in a few months. The rental contracts expire at the end of June 2024 and the Flemish Red Cross wants to help the 319 people still staying there find sustainable housing by then.

On 18 March 2024, the Belgian Presidency of the Council of the European Union, the Office of the Commissioner General for Refugees and Stateless Persons (CGVS) and the European Union Agency for Asylum (EUAA) co-organized a conference during which participants reiterated the need for greater convergence between Member States to achieve a fair and efficient asylum system.

In de uitspraak in zaak C-222/22 oordeelde het Hof van Justitie van de Europese Unie dat de Kwalificatierichtlijn zich verzet tegen een vermoeden dat elk volgend verzoek om internationale bescherming, gebaseerd op omstandigheden die de verzoeker heeft gecreëerd door zijn of haar eigen beslissing sinds het verlaten van het land van herkomst, voortkomt uit het oogmerk de procedure voor de verlening van internationale bescherming te misbruiken of te instrumentaliseren. Elk volgend verzoek moet op individuele basis worden beoordeeld.

On the occasion of the second anniversary of the activation of the TPD, this Migration Policy Institute Europe webinar will discuss what will happen when the TPD expires in a year’s time. The findings from comparative research in Latin America, Turkey, and Europe on approaches to temporary status and the arc of public support for displaced persons will also be presented.

A strategic analysis by the European Agency for Asylum (EUAA), reveals that in 2023, 1.14 million applications for international protection were lodged in the EU+ countries (i.e. the 27 European Union Member States, plus Norway and Switzerland), marking the highest level in seven years. The analysis sheds light on the trends that were observed in 2023.

Of the 14.779 Ukrainian refugees registered with the VDAB, 45 percent (6.599) have already worked and 27 percent (4.045) are still working. Some argue that more should be done to guide them into work, inter alia encouraging language learning in the workplace.

Gezien de grote druk op het Belgische opvangsysteem, creëerde Fedasil meer dan 3.000 plaatsen in 2023. Ondanks deze inspanningen, kwam Fedasil vorig jaar plaatsen tekort om alle aanvragers van internationale bescherming op te vangen.   

Op voorstel van de Staatssecretaris voor Asiel en Migratie heeft de Ministerraad vandaag ingestemd met de sluiting van een huurovereenkomst voor het gebruik van een terrein in Lodelinsart (Charleroi). Fedasil zal de locatie beschikbaar stellen aan het Rode Kruis om containers te plaatsen om zo de opvangcapaciteit voor aanvragers van internationale bescherming te vergroten.

Het Commissariaat Generaal voor de Vluchtelingen en de Staatlozen (CGVS) kondigde vandaag aan dat het de verwerking van Soedanese dossiers van Darfur, Kordofan, de Blauwe Nijl en Khartoum vanaf 26 februari 2024 zal hervatten.

In 2023 zijn er 287 vluchtelingen hervestigd in België, waaronder 154 Congolezen uit Rwanda, 81 Syriërs uit Turkije, Libanon, Jordanië en Egypte, en 26 Soedanezen, 18 Ethiopiërs en 8 Eritreeërs uit Egypte.

De staatssecretaris voor Asiel en Migratie kondigde vandaag aan dat aanvragen van nationaliteiten die weinig kans maken op internationale bescherming, met name Congolezen, Moldaviërs en Georgiërs, vanaf 1 februari in een versnelde procedure zullen worden behandeld. 

A new reception centre that can accommodate a maximum of 135 applicants for international protection has opened in Ghent. This is the second reception centre managed by Fedasil in the city. Since 2020, the Agency has been organizing the reception of 250 people on a pontoon in the port of Ghent.

De EU-ministers van Binnenlandse Zaken zijn vandaag in Brussel bijeengekomen tijdens een informele bijeenkomst. De nadruk werd gelegd op de laatste hand te leggen aan de wetteksten van het nieuwe migratie- en asielpact en te beginnen met het uitvoeringsproces. De ministers bespraken ook de toekomst van begunstigden van tijdelijke bescherming in Europa.

In a press release published today, the UN Refugee Agency called on Belgium and Hungary to use their 2024 European Union (EU) Presidencies as an opportunity to finalize the EU Pact on Migration and Asylum and to ensure its protection-sensitive implementation.

Terwijl in het verleden Somalische verzoekers uit Zuid- en Centraal-Somalië, met uitzondering van Mogadishu, over het algemeen de subsidiaire beschermingsstatus kregen vanwege de veiligheidssituatie, concludeert het Commissariaat-generaal voor de Vluchtelingen en de Staatlozen (CGVS) nu dat geen enkele regio in Somalië wordt gekenmerkt door een uitzonderlijke situatie waarin de mate van willekeurig geweld zo hoog is dat het de drempel van "reëel risico" bereikt die per se leidt tot het verlenen van subsidiaire bescherming.        

In een vandaag gepubliceerd persbericht heeft het Commissariaat-generaal voor de Vluchtelingen en de Staatlozen (CGVS) aangekondigd dat het de opgeschorte dossiers van Palestijnen uit de Gazastrook en de Westelijke Jordaanoever zal deblokkeren en alle Palestijnse dossiers opnieuw zal behandelen.

Op het Global Refugee Forum deze week in Genève hebben de EU-lidstaten hun collectieve toezegging voor 2024-2025 bekend gemaakt: 61 000 nieuwe plaatsen voor hervestiging en toelating op humanitaire gronden voor personen die een internationale beschermingsnood hebben. Van dit aantal zijn er 31 000 plaatsen bestemd voor hervestiging, om uitgevoerd te worden in nauwe samenwerking met UNHCR en 30 000 plaatsen voor toelating op humanitaire gronden.
