Volgens de Hoge Commissaris van de Verenigde Naties voor de Vluchtelingen (UNHCR) hebben op 15 november 2022 meer dan 7,8 miljoen mensen Oekraïne verlaten op zoek naar veiligheid en zijn ze voornamelijk in de naburige landen van de Europese Unie (EU) en derde landen aangekomen. In deze Inform worden de maatregelen geanalyseerd die de lidstaten van de Europese Unie (EU) hebben getroffen voor huisvesting en toegang tot specifieke diensten, namelijk sociale uitkeringen, onderwijs, werkgelegenheid en gezondheidszorg voor personen die tijdelijke bescherming genieten, in het kader van de inwerkingtreding van de Richtlijn Tijdelijke Bescherming (TPD) (Richtlijn 2001/55/EG), teweeggebracht als reactie op de inval van Rusland in Oekraïne op 24 februari 2022.

Deze studie focust op de belangrijkste domeinen die gedekt worden door het EU-actieplan voor integratie en inclusie 2021-2027 en die de integratie van migrantenvrouwen ondersteunen, bijvoorbeeld op het gebied van onderwijs en opleiding, werkgelegenheid en vaardigheden, gezondheid en huisvesting. Deze domeinen worden in het actieplan beschouwd als de basis voor maatschappelijke integratie.
