On 18 November, the Council of the European Union and the European Parliament reached an agreement on the creation of a platform designed to facilitate the recruitment of non-European workers. The “EU Talent Pool” will connect employers established in the EU with non-EU jobseekers in sectors where Member States face labour shortages. Participation in the Talent Pool will be voluntary for Member States, and the platform will remain free of charge for both jobseekers and employers.

De EMN Slowakije Conferentie richt zich op hoe Slowakije effectieve internationale partnerschappen kan ontwikkelen om arbeidskrapte aan te pakken via eerlijke en duurzame migratie. Het evenement brengt beleidsmakers, experts, werkgevers en migrantenorganisaties uit zowel EU- als niet-EU-landen samen om goede praktijken te delen in het beheer van bilaterale arbeidsmobiliteit. Belangrijke thema’s zijn onder meer de bescherming van arbeidsmigranten, het verbeteren van coördinatie en het waarborgen dat arbeidsmigratie alle betrokken partijen ten goede komt. 

De EMN Cyprus Conferentie heeft als doel om een dialoog te bevorderen tussen beleidsmakers, experts, werkgevers, vakbonden en het maatschappelijk middenveld over hoe duurzame en effectieve migratiebeleidssystemen de veerkracht van de arbeidsmarkt kunnen ondersteunen. Het evenement zal dienen als platform om ervaringen uit te wisselen, goede praktijken te tonen en praktische richtlijnen te ontwikkelen voor beleidsmakers op nationaal en EU-niveau. 

This conference aims to facilitate discussion among authorities and experts on labour migration and the response to labour market needs through sustainable and effective migration policies on a national and EU level. Selected institutions and experts will address the labour market trends and workforce needs in Cyprus and the EU, the challenges and opportunities of legal migration pathways for Cyprus, and EU best practices.

The Flemish government has decided that third-country workers – from outside the EU, Iceland, Liechtenstein, Norway and Switzerland – will follow a mandatory tailored integration trajectory from 2027. The initiative, proposed by Minister Hilde Crevits, will be delivered digitally and can be started in the country of origin or within six months of arrival in Flanders. The programme provides essential information on work, rights and responsibilities, and Flemish norms and values. Certain temporary or seasonal workers, students, and holiday-work participants are excluded.

Myria, the Federal Migration Centre, has published a thematic report on economic migration, free movement and students as part of its annual report "Migration in figures and rights 2025". The publication explains trends in labour migration and study-related mobility. It shows that labour migration from outside the EU has slightly decreased, the share of third-country nationals among temporary postings has continued to grow, and student numbers are increasing.

The Council of the European Union has adopted a recommendation outlining a common framework for the gradual transition of displaced Ukrainians out of temporary protection. The measures aim to support sustainable return and reintegration in Ukraine when conditions allow, while also facilitating access to other residence statuses for those eligible. The recommendation provides guidance on voluntary return, reintegration support and information systems for displaced persons.

On 11 June 2024, the European Commission proposed to extend the temporary protection for people fleeing Russia's aggression against Ukraine for another year, from 5 March 2025 to 4 March 2026. The Council still needs to formally adopt the proposal.

During a joint webinar, experts from the European Migration Network and the Organization for Economic Cooperation and Development highlighted the positive trends characterizing the labour market integration of Ukrainians, including employment rates and their progress, main sectors of employment, and most common policies and measures for facilitating labour market integration. They also identified the difficulties and remaining challenges in this domain.

Since the start of the war in Ukraine, Belgium has granted temporary protection to 93.343 Ukrainians, with a sharp decline beginning in 2023 and continuing into 2024 and early 2025. As the number of arrivals has slowed and the focus shifts to integration efforts, both the Flemish and Walloon governments plan to gradually reduce reception capacity for beneficiaries of temporary protection in the coming months.

Eurostat published today data referring to the attribution of temporary protection status based on the Council Implementing Decision 2022/382 of 4 March 2022. On 31 August 2023, almost 4.2 million non-EU citizens, who fled Ukraine as a consequence of the Russian invasion on 24 February 2022, had temporary protection status in EU countries. 

Nearly one in eight self-employed workers in Belgium do not hold Belgian nationality. This proportion rises to more than four in ten in the Brussels-Capital Region. An analysis of recent data from the National Institute for Social Security of the Self-Employed (INASTI) by the social insurance fund Acerta highlights these figures. The study also reveals differences in age, sector activity, and income between Belgian and non-Belgian self-employed individuals.

At their meeting on 13 June 2025, EU Home Affairs Ministers reached a political agreement to extend by one year, until March 2027, the temporary protection for people displaced from Ukraine. They also discussed ways to improve readmission cooperation with third countries and endorsed new priorities for the Schengen area.

Op 11 juni 2025 organiseert EMN Nederland een conferentie over de rol van arbeidsmigratie in het aanpakken van arbeidsmarktkrapte in Nederland en de bredere EU-context. De conferentie biedt een platform om zowel de voordelen als de uitdagingen van arbeidsmigratie te verkennen. Deelnemers krijgen de kans om casestudy's te bekijken en concrete voorbeelden uit andere EU-lidstaten te bespreken, terwijl ze verschillende benaderingen van beheer van arbeidsmigratie onderzoeken. Beleidsmakers en experten zullen met elkaar in dialoog treden over de beleidskeuzes die de toekomst van arbeidsmigratie kunnen vormgeven.

Op 4 juni 2025 heeft de Europese Commissie voorgesteld om de tijdelijke bescherming voor ontheemden die vluchten voor het conflict in Oekraïne te verlengen tot 4 maart 2027. Met dit voorstel wil de Commissie juridische zekerheid bieden aan de begunstigden en de lidstaten door een consistent beschermingsniveau in de hele Europese Unie te behouden. Daarnaast stelde de Commissie een pakket maatregelen voor om een gecoördineerde overgang uit de tijdelijke bescherming te faciliteren.

De conferentie zal de toekomst van Oekraïense ontheemden na tijdelijke bescherming verkennen en beleidsmakers, experts en belanghebbenden samenbrengen om strategieën voor beleidsovergangen en integratie-uitdagingen met betrekking tot werkgelegenheid te bespreken, best practices te delen en de rol van de diaspora te onderzoeken bij het ondersteunen van langdurige oplossingen.
