On 27 November 2024, members of the European Parliament elected the College of Commissioners as a whole by roll-call vote. The College of Commissioners is expected to take office on 1 December 2024. Magnus Brunner will be the new Commissioner for Internal Affairs and Migration, marking the end of Ylva Johansson's mandate. 

On 26 November 2024, the European Commission launched a new programme to support a Talent Partnership between the EU and Pakistan. The programme, that is funded with EUR 3 million from the EU, will enable the EU, its Member States, and Pakistan to develop a coherent set of actions on labour mobility and skills development.

De EMN Stuurgroep heeft gestemd over de onderwerpen die in 2025 geanalyseerd zullen worden in studies en informs. In totaal zullen er één studie en negen informs worden ontwikkeld, voornamelijk in het kader van de uitvoering van het Migratie- en Asielpact. Het Belgisch voorstel “ Herbekijken van opvang: Innovatieve ondersteuningsmodellen voor asielzoekers" werd ook geselecteerd.

Op 21 november 2024 bezocht EMN België het team van DEI België - ECPAT om elkaar beter te leren kennen en de mogelijkheden voor samenwerking te verkennen. Het bezoek bood EMN België de kans om meer te begrijpen over het werk van DEI België, met name hun inspanningen ter bescherming van migrantenkinderen en hun ouders in opvangcentra.

The Federal Public Service Justice is currently able to assign a guardian to an unaccompanied foreign minor within the normal period of 8 weeks. However, the demand for guardians remains high in Limburg, Antwerp and Brussels, and the Guardianship Service is still urgently looking for additional guardians.

The Federal Institute for Human Rights launched an investigation into "the growing tendency of Belgian authorities not to implement court decisions that condemn them", inter alia regarding the reception of applicants for international protection. The report following the investigation will be sent to the Chamber of Representatives.

18 November marks the European Day on the Protection of Children against Sexual Exploitation and Sexual Abuse. Children are the most vulnerable group in society and children who are migrating, especially if unaccompanied, face an increased risk of being subjected to violence, including sexual violence, exploitation, and human trafficking.

The latest International Migration Outlook 2024 includes a special focus on immigrant entrepreneurship. It highlights that migrants represent a growing share of total entrepreneurs in OECD countries. In 2022, 17% of the self-employed in OECD countries on average were migrants, up from 11% in 2006.

A man suspected of running an operation that supplied small boats and engines to human smugglers who were active in Belgium and northern France was arrested in the Netherlands. The 44-year-old Turkish national faces extradition to Belgium to face charges of human smuggling in the context of the activities of a criminal organisation.

According to Statbel, the Belgian statistical office, 4.048 persons obtained Belgian nationality in August 2024. The main countries of origin of people who acquired Belgian nationality in August are Morocco, Romania, Syria, Italy and France.

Fedasil announced that the Belgian reception network has now a higher capacity than that recorded during the asylum crisis of 2015-2016. However, this capacity is insufficient to accommodate all applicants for international protection who are entitled to reception. At present, 2.650 single men are still on the waiting list for a reception place.

Eurostat heeft gegevens vrijgegeven over alleenstaande minderjarigen die tussen maart 2022 en september 2024 tijdelijke bescherming kregen in 21 EU-lidstaten en alle EFTA-landen. Oostenrijk, Nederland en Litouwen hebben in absolute termen de meeste statuten van tijdelijke bescherming verleend aan alleenstaande minderjarigen sinds maart 2022. België heeft in dezelfde periode tijdelijke bescherming verleend aan 1600 alleenstaande minderjarigen.

Op 7 november 2024 kwam de 'High-Level Committee on Resettlement and Humanitarian Admission' voor het eerst bijeen. Het comité zal de Europese Commissie ondersteunen bij het opstellen van het tweejaarlijkse EU-plan, waarin het aantal vluchtelingen wordt vastgesteld dat in de EU zal worden toegelaten, evenals de landen en regio’s vanwaar hervestiging en toelating op humanitaire gronden moeten plaatsvinden.

Op 5 november werd Magnus Brunner, de Oostenrijkse kandidaat voor de portefeuille Interne Zaken en Migratie, ondervraagd door de LIBE-Commissie. Brunner gaf aan de uitvoering van bepaalde onderdelen van het Nieuwe Pact voor Migratie en Asiel te willen versnellen en stond open voor het verkennen van nieuwe ideeën ter aanvulling van het pact. Hij kondigde ook aan dat hij een nieuwe Terugkeerrichtlijn zou indienen en legale migratiekanalen zou versterken om de vaardigheden aan te trekken die de arbeidsmarkten van de EU nodig hebben.

Fedasil heeft aangekondigd tijdelijk gebruik te maken van centra in Bredene (Vlaanderen) en in Theux (Wallonië) om aanvragers voor internationale bescherming op te vangen tot maart 2025. Beide locaties zijn in het verleden al door Fedasil gebruikt, telkens voor een periode van enkele maanden.

Frankrijk heeft aangekondigd dat er grenscontroles zullen plaatsvinden op zijn grenzen met België, Luxemburg, Duitsland, de Zwitserse Confederatie, Italië en Spanje (land, lucht en zee) van 1 november 2024 tot 30 april 2025. Vergelijkbare controles werden al uitgevoerd van 1 mei 2024 tot 31 oktober 2024 in het kader van de Olympische en Paralympische Spelen die in de zomer van 2024 in Frankrijk werden georganiseerd.

From 2014 to 2023, Esperanto provided shelter and support to 156 foreign minors victims of human trafficking and/or aggravated smuggling. According to Myria, who analysed the figures, just over half of these 156 young people were victims of sexual exploitation or were forced to commit criminal acts.

Nicole de Moor said that applications relating to 859 persons have already been processed in accelerated procedure since February 2024. In 96 % of cases, applicants were not granted protection status. Ms de Moor wants to focus more on prevention to prevent people who do not need protection from applying for international protection in Belgium.

In its overview of national forced return monitoring systems across the EU in 2023, the EU Agency for Fundamental Rights (FRA) noted that only one EU Member State did not monitor its national forced return operations in 2023. It also highlighted persistent challenges that affect the transparency and effectiveness of monitoring operations.

As of 24 October 2024, the centre for registering applications for international protection is located at rue Belliard 68 in 1000 Brussels. Applications can still be registered in the Pacheco building until Wednesday, 23 October 2024.

De Glossary werkgroep komt regelmatig bijeen om de "EMN Asylum & Migration Glossary" up-to-date te houden. Deze 62ste bijeenkomst, georganiseerd door EMN België, was een gelegenheid om de samenwerking met partners te bespreken, vooral ter voorbereiding van de opname van nieuwe termen met betrekking tot het Pact inzake Migratie en Asiel.

On 21 October 2024, the European Ombudsman closed her inquiry on respect for human rights in the context of the EU-Tunisia Memorandum of Understanding (MoU). She concluded, inter alia, that the Commission should set out the criteria on which the suspension of contracts due to violations of human rights in the implementation of EU-funded projects in Tunisia would be based. These criteria should be made public.

Op 17 en 18 oktober 2024 nam EMN België deel aan de Odysseus Netwerk Conferentie 2024 over EU Wetgeving na het Pact. Dit evenement bood EMN België de kans om een diepgaand inzicht te krijgen in enkele van de 485 pagina's van de nieuwe wettelijke instrumenten die door het nieuwe Pact inzake Migratie en Asiel werden geïntroduceerd. 

On the occasion of European Anti-Trafficking Day, the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) has warned of the increased risk of human trafficking created by restrictive immigration policies and failure to address the vulnerabilities of migrants and asylum seekers.
