On 4 September, the non-profit organisation Mentor Jeunes held an online information session for families willing to foster unaccompanied foreign minors. The initiative highlighted foster care as an alternative to collective centres, offering children a safe and structured home environment. It also explained the individualised support available to both families and young people, aiming to encourage more households to consider joining the programme.

The European Commission has formally established the Network for the Prevention of Child Sexual Abuse. This expert group will bring together policymakers, practitioners and researchers to tackle abuse both online and offline. Prevention efforts aim to protect children and address potential offending behaviour. The initiative forms part of the EU Strategy for a more effective fight against child sexual abuse.

In 2024, 774 unaccompanied foreign minors were reported missing in Belgium—nearly fifteen every week. Around 100 of these cases were considered particularly alarming. The figures, disclosed in response to a parliamentary question by MP Matti Vandemaele (Groen), rank Belgium among the European countries most affected by the phenomenon. Child protection organisations warn that structural gaps may hinder the identification and protection of vulnerable children.

Op de Internationale Dag ter Ondersteuning van Slachtoffers van Foltering benadrukt NANSEN haar inzet voor aanvragers van internationale bescherming die foltering hebben ervaren. De organisatie biedt juridische informatie en maatwerkondersteuning om hen te helpen de beschermingsprocedure zo goed mogelijk te doorlopen. Slachtoffers van foltering hebben recht op specifieke procedurele waarborgen. NANSEN waakt ervoor dat deze rechten gedurende het gehele aanvraagproces worden gerespecteerd.

EMN Luxemburg organiseert, in samenwerking met de Ombudsman voor Kinderen en Jongeren in Luxemburg en het Europees Netwerk van Ombudsmannen voor Kinderen (ENOC), een seminarie om de lidstaten en hun respectieve instellingen te ondersteunen bij de uitvoering van het migratie- en asielpact, met bijzondere aandacht voor kinderrechten.

On 27 May 2025, the Belgian Contact Point to the European Migration Network (EMN) participated in a capacity-building session on guardianship and the quality of care for asylum-seeking children in the context of the EU Pact on Migration and Asylum. The seminar was organised by the European Network of Ombudspersons for Children (ENOC), in collaboration with OKaJu (Ombudsman for Children in Luxembourg – Ombudsman fir Kanner a Jugendlecher) and the Luxembourgish Contact Point to the EMN. The aim of the session was to discuss the impact of the new Pact on children in asylum procedures.

Op 21 en 22 mei 2025 organiseerde de Return Expert Group van het Europees Migratienetwerk (EMN REG), in samenwerking met de Dienst Vreemdelingenzaken en EMN België, een tweedaagse workshop die 50 experten van EU-lidstaten, EU-agentschappen (waaronder Frontex en de EUAA), maatschappelijke organisaties en internationale organisaties samenbracht. Het evenement richtte zich op de ontwikkeling en implementatie van effectieve alternatieven voor detentie (ATD’s) binnen het migratie- en terugkeerbeleid van de EU.

Op 17 mei, de Internationale Dag tegen Homofobie, Bifobie en Transfobie (IDAHOBIT), heeft de organisatie Prisme een reeks aanbevelingen bekendgemaakt die de uitdagingen benadrukken waarmee LGBTQIA+ personen die  om internationale bescherming verzoeken in België worden geconfronteerd. Deze bevindingen wijzen op verschillende tekortkomingen in het opvang- en asielsysteem en schetsen maatregelen om inclusievere procedures te waarborgen.

On 28 April 2025, Samusocial launched a new shelter dedicated to unaccompanied foreign minors living on the streets, often referred to as “wandering” minors. This centre aims to provide a safe and supportive space for young people with complex needs who do not have access to existing aid structures.

This data comes from Bruss’help’s eighth count, carried out through a large-scale collaboration across sectors and indicating a worsening trend of homelessness in Brussels. For the first time, data from reception centres for applicants for international protection were collected. Out of 5.135 individuals, 17 were required to leave their centre within 30 days without any housing solution, while 94 remained beyond their expected departure due to the lack of stable housing options.

The European Court of Human Rights ruled in the case of F.B. v. Belgium, finding that Belgium failed to provide sufficient procedural safeguards in the decision-making process regarding the applicant’s age assessment. The Court concluded that this process violated her right to respect for private life under Article 8 of the European Convention. In particular, it highlighted the lack of informed consent and the failure to explore less intrusive methods before conducting medical tests.

The European Network on Statelessness organises an annual webinar to provide participants with a state of play on statelessness in Europe and an opportunity to learn about the latest developments. 

As of 7 January 2025, 160 additional emergency shelter places are made available for homeless people sleeping on the streets in the Brussels Capital Region, supplementing the existing 2.600 places within the Brussels unhoused shelter network. The emergency shelter places are open to all homeless people, regardless of residence status.

On the occasion of the 70th anniversary of the International Convention relating to the Status of Stateless Persons, UNHCR and NANSEN organise a study day on statelessness. Particular emphasis will be placed on the rights of stateless persons and the specific procedures applicable in Belgium, in particular the new residence procedure for stateless persons.

De EMN Malta Conferentie, georganiseerd door het Maltese Nationale Contactpunt voor het Europese Migratienetwerk (EMN), richt zich op het versterken van de banden tussen migrantenkinderen en gastgemeenschappen. Het doel is wederzijds begrip te bevorderen en te verkennen hoe migrantenkinderen beter geïntegreerd kunnen worden in lokale gemeenschappen, met behulp van onderwijs, sociaal werk en andere ondersteunende diensten.

Myria has published the fifth thematic section of its 2024 annual report. In this section, entitled « International protection », Myria pays particular attention inter alia to the new residence procedure for stateless persons. The Federal Migration Centre underlines that the new procedure is subject to strict conditions and that it provides reduced procedural guarantees for stateless persons.

Op 21 november 2024 bezocht EMN België het team van DEI België - ECPAT om elkaar beter te leren kennen en de mogelijkheden voor samenwerking te verkennen. Het bezoek bood EMN België de kans om meer te begrijpen over het werk van DEI België, met name hun inspanningen ter bescherming van migrantenkinderen en hun ouders in opvangcentra.

The Federal Public Service Justice is currently able to assign a guardian to an unaccompanied foreign minor within the normal period of 8 weeks. However, the demand for guardians remains high in Limburg, Antwerp and Brussels, and the Guardianship Service is still urgently looking for additional guardians.

18 November marks the European Day on the Protection of Children against Sexual Exploitation and Sexual Abuse. Children are the most vulnerable group in society and children who are migrating, especially if unaccompanied, face an increased risk of being subjected to violence, including sexual violence, exploitation, and human trafficking.

As the 1954 Convention relating to the Status of Stateless Persons celebrates its 70th anniversary on 28 September 2024, the United Nations High Commissioner for Refugees (UNHCR) estimates the number of stateless people worldwide at more than 4 million by the end of 2023.

Dit evenement zal de nieuwe EMN - Rode Kruis Inform over praktijken en uitdagingen bij de behandeling van slachtoffers van foltering en mishandeling in de context van internationale en tijdelijke bescherming lanceren. Het evenement zal de belangrijkste bevindingen van de inform belichten, ingaan op procedures in EMN landenleden en waarnemende landen, en inzichten putten uit de aanpak van het Rode Kruis en de ervaring van nationale Rode Kruis afdelingen in verschillende EU-lidstaten.

Tijdens een webinar op 17 september 2024 belichtten EMN-lidstaten en leden met waarnemerstatus, en het Rode Kruis belangrijke praktijken en uitdagingen bij het identificeren van slachtoffers van foltering in het kader van internationale en tijdelijke bescherming. Ook persoonlijke ervaringen van migranten die foltering overleefd hebben, werden belicht, net als manieren om hun kwetsbaarheid beter aan te pakken.
