Annual Report on Trafficking and Smuggling in Human Beings 2024 (Myria)

Myria, the Federal Migration Centre and independent national rapporteur on trafficking in human beings, published its independent and public annual report "Latin American Sex Work: A Risky Carousel" on 18 December 2024. Myria draws attention to the phenomenon of Latin American sex work and calls for adapting the fight against trafficking to the new realities linked to the digital world.

Member States agree a position on a proposed directive which lays down minimum rules to prevent and counter migrant smuggling

During the Justice and Home Affairs Council on 13 December 2024, Member States agreed on a proposal aimed at bringing their criminal law closer together on issues such as the definition and sanctioning of migrant smuggling. The text will now be used by the Council in “trilogue” negotiations with the European Parliament.

Belgium and its Calais Group partners agree on a priority plan to counter migrant smuggling

In London, the UK, Germany, France, Netherlands and Belgium, in the presence of the European Commission and its agencies, Europol and Frontex, agreed on a five-point priority plan to tackle irregular migration and migrant smuggling in 2025. Key priorities include targeting illicit financial flows that sustain smuggling networks and tackling organised crime groups' use of social media to recruit and advertise dangerous journeys across Europe and the Channel.

How workplace inspectors can protect third-country workers' rights (FRA training manual)

This manual, aimed at both workplace inspection staff and trainers, intends to empower them to enforce the protective standards in EU law that safeguard the rights of third-country workers, including seasonal workers, migrant workers with temporary permits and migrants in an irregular situation.

A supplier of small boats to smugglers will be extradited by Dutch authorities to Belgium to face charges of smuggling of human beings

A man suspected of running an operation that supplied small boats and engines to human smugglers who were active in Belgium and northern France was arrested in the Netherlands. The 44-year-old Turkish national faces extradition to Belgium to face charges of human smuggling in the context of the activities of a criminal organisation.

Over the past ten years, Esperanto has provided shelter and support to 156 minors who are victims of human trafficking and/or smuggling, according to Myria

From 2014 to 2023, Esperanto provided shelter and support to 156 foreign minors victims of human trafficking and/or aggravated smuggling. According to Myria, who analysed the figures, just over half of these 156 young people were victims of sexual exploitation or were forced to commit criminal acts.

GRETA’s reports highlight critical gaps in the identification and protection of trafficking victims

Before 8 October 2024, public bodies or a public or non-public implementing agency or body of a Member State can apply for funding and submit their proposal to support the implementation of the Global Alliance to Counter Migrant Smuggling and its call to action to strengthen international cooperation on preventing and responding to migrant smuggling.

The current weather conditions increase the risk that human smugglers will send groups of transmigrants, including small children, out to sea in overcrowded rubber boats, often with inadequate life jackets. To avoid this, the West Coast police zone and the Federal Police require special attention for people who cross the Channel from the Belgian coast to the United Kingdom in small boats.

IOM shares 20 years of child trafficking data to inform policy and programming

05/08/2024

An IOM-Harvard report shows that close to half of the child victims of trafficking were being trafficked for forced labour (mainly boys), in a wide range of industries, such as domestic work, begging and agriculture. Sexual exploitation, including through prostitution, pornography, and sexual servitude, is also prominent, affecting 20 per cent of trafficked children, predominantly girls.

The Halle-Vilvoorde public prosecutor's office draws attention to the fight against human trafficking

Tuesday 30 July is the International Day against Trafficking in Persons. On this occasion, the Halle-Vilvoorde public prosecutor's office, together with the Labour Auditor's Office, invite as many people as possible to be vigilant and to report suspicious situations via the Belgian helpline for victims of human trafficking or via the new telephone number: 078/055.800.

EMN België woont lancering Blue Heart-campagne tegen mensenhandel bij

Op 22 juli 2024 lanceerde de Minister van Justitie officieel de Blue Heart-campagne op het stadhuis van Antwerpen. EMN België was er bij, net als de lokale overheden, de drie gespecialiseerde centra voor slachtoffers van mensenhandel, Myria, de Sociale Inlichtingen- en Opsporingsdienst en IOM. Omdat één op de drie slachtoffers van mensenhandel wereldwijd een kind is, focust de wereldwijde campagne dit jaar op versnelde actie om een einde te maken aan kinderhandel.

De herziene EU-richtlijn ter bestrijding van mensenhandel treedt in werking

Op 14 juli 2024 treedt de herziene EU-richtlijn ter bestrijding van mensenhandel in werking met strengere regels om mensenhandel tegen te gaan. De herziene richtlijn introduceert strengere strafbaarstellingen en biedt sterkere instrumenten voor overheidsinstanties om nieuwe vormen van uitbuiting, waaronder online uitbuiting, te onderzoeken en te vervolgen, en om betere hulp en ondersteuning aan slachtoffers te bieden.

Belgium participated in Joint Action Days leading to the arrest of 51 persons and identification of 334 potential victims of human trafficking

From 20 to 27 April 2024, Belgium participated, with 30 other countries, in the EMPACT Joint Action Days targeting human trafficking for labour exploitation purposes. The action resulted inter alia in 160 perpetrators and 334 potential victims identified and led to the arrest of 51 persons.

EU Council formally adopts revised rules to combat trafficking in human beings

On 27 May 2024, the Council of the European Union adopted a directive that inter alia adds new forms of exploitation and considers knowingly using the service provided by a trafficking victim as a criminal offense. It also strengthens prevention measures as well as the support for and assistance to victims.

Op grond van Richtlijn 2004/81/EG van de Raad hebben EU-lidstaten de mogelijkheid om verblijfsvergunningen te verlenen aan onderdanen van derde landen die hulp hebben gekregen bij illegale immigratie, zoals mensensmokkel. Deze ad hoc vraag probeert in kaart te brengen welke lidstaten deze mogelijkheid hebben geïmplementeerd en in welke mate deze verblijfsprocedure in de praktijk wordt toegepast.

Annual Report 2023 (GRETA)

The general report 2023 of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) includes a stocktaking of the third evaluation round of the Convention, which focused on trafficking victims’ access to justice and effective remedies. GRETA analyses trends emerging from its country reports, drawing attention to gaps in the implementation of the Convention, as well as promising practices.

European Parliament approves revised rules to prevent and combat trafficking in human beings and better protect its victims

On 23 April 2024, the European Parliament voted in favor of an amended Directive concerning trafficking in human beings. The new text broadens the EU’s actions against human trafficking beyond labour and sexual exploitation, and also criminalises new forms of exploitation like forced marriage, illicit adoption, and the exploitation of surrogacy at the EU level.

België draagt bij tot de ontmanteling van een van de meest actieve migrantensmokkelnetwerken over het Kanaal

Een grootschalige operatie van rechtshandhavings- en justitiële autoriteiten leidde tot de ontmanteling van één van de actiefste netwerken van migrantensmokkel over het Kanaal in kleine bootjes. De operatie werd gecoördineerd door Europol en Eurojust en betrok de Belgische, Franse en Duitse autoriteiten.

10.093 victims of human trafficking were registered in the EU in 2022, according to Eurostat

Recent Eurostat figures show that in 2022, 10.093 victims of human trafficking were registered in the European Union. There were 8.064 suspected traffickers and 2.097 convicted traffickers. The statistics also shed light on gender distribution among traffickers and victims, as well as exploitation patterns.

Het Europees Parlement en de Raad bereiken een politiek akkoord over nieuwe regels om de strijd tegen mensenhandel te versterken

Vandaag hebben het Belgische voorzitterschap van de Raad en vertegenwoordigers van het Europees Parlement een voorlopige overeenkomst bereikt over de herziening van de EU-richtlijn ter bestrijding van mensenhandel uit 2011. De bijgewerkte regels zijn bedoeld om beter te reageren op ontwikkelingen in de vormen en middelen van mensenhandel en om deze misdaad effectiever te bestrijden.
