Digitalisation of asylum procedures: risks and benefits (ECRE)

This comparative report provides an overview of the use of digital tools and remote working methods in asylum processes in 23 European countries. It questions the risks and benefits of such use and highlights several fundamental guarantees and procedural safeguards which must continue to apply to ensure that they do not infringe the existing CEAS framework.

The report strictly focuses on the use of digital tools in asylum processes from a procedural perspective and analyses their potential impact on the right to asylum. It does not cover the use of e-evidence for assessing asylum claims nor the use of artificial intelligence and large-scale IT databases in the broader context of migration and border management.

The report is divided in three Chapters which follow the chronological steps of the asylum procedure:

  1. Chapter I describes the use of digital tools at registration stage
  2. Chapter II focuses specifically on the use of remote interviewing methods at first instance
  3. Chapter III presents the sporadic use of digital tools at second instance

This comparative report is based on ECRE’s Asylum Information Database (AIDA), as well as other relevant publications from ECRE, the European Asylum Support Office (EASO), the European Migration Network (EMN) and the United Nations High Commissioner for Refugees (UNHCR).
