This Inform examines how digital services in legal migration procedures are designed and implemented in EMN Member and Observer Countries to ensure accessibility and inclusion for applicants with disabilities and digitally disadvantaged applicants. It looks at how authorities have adapted applications, document submission, appointment booking, communication and information exchange, and case-tracking services in the context of the ongoing digitalisation of legal migration procedures. The analysis is based on contributions from 25 EMN Member and Observer Countries.

This EMN Inform provides an overview of how EMN Member and Observer Countries ensure access to vocational education and training (VET) for beneficiaries of international protection and applicants for international protection. It examines existing procedures, the incentive mechanisms used to encourage enrolment, and the main challenges and good practices identified across countries.

It analyses how these measures are designed, implemented and quality-assured, how they address diverse literacy and learning needs, and maps good practices that facilitate integration into education, employment and society.

This joint European Migration Network (EMN) – OECD (Organisation for Economic Cooperation and Development) Inform provides an overview of innovative initiatives to attract foreign talent between January 2021 and March 2024 by EMN Member Countries and selected non-EU OECD member countries. It also analyses whether and how EMN Member Countries monitor the effectiveness of these initiatives and identify related challenges and good practices.

This inform provides information on civic training objectives and requirements for the integration of third-country nationals; identifies the competent authorities and allocation of costs; identifies the content of civic orientation or training courses and how they are implemented (i.e. modalities); and collects best practices of EMN Member and Observer Countries to provide useful insights into improving the implementation of different integration tools.

This joint EMN-OECD inform presents an overview of policies and state-led practices designed to monitor the integration of third-country nationals and compares relevant national legislation in each EMN Member and Observer Country. According to the United Nations High Commissioner for Refugees (UNHCR), as of 15 November 2022, more than 7.8 million people have left Ukraine in search of safety, arriving primarily in neighbouring European Union (EU) and third countries. These Informs analyse the arrangements European Union (EU) Member States have put in place for accommodation and housing and access to specific services namely social benefits, education, employment, and healthcare for beneficiaries of temporary protection, in the context of the activation of the Temporary Protection Directive (TPD) (2001/55/EC), triggered in response to Russia’s invasion of Ukraine on 24 February 2022.

What are the challenges migrants face in accessing mental health services, and how are Member States addressing them? This inform maps the policies in place to help legally-residing migrants access mental health services.

EMN in cooperation with the OECD published a new inform ‘Skills Mobility Partnerships: Exploring Innovative Approaches to Labour Migration’. This inform highlights experiences by EU Member States, non-EU countries and international organisations with regards to the introduction of Skills Mobility Partnerships (SMPs), a new concept that promotes a sustainable approach to skilled migration and mobility, with the aim to build skills for the benefit of both countries of origin and destination.

The COVID-19 pandemic had a significant impact on the flow of migrants who planned to enter the EU and OECD countries as workers in essential sectors (e.g. health- and care- workers, hospital auxiliary staff, agricultural workers) as well as those who were residing on a temporary or renewable basis for the purpose of work in these sectors. How did EU & OECD countries respond to the need to prevent labour market shortages during the COVID-19 crisis? An answer to this and other questions can be found in the Inform.

In 2003, the Council adopted the Long-Term Resident Directive 2003/109/EC in order to promote the integration of third-country nationals in legal stay in the EU. Fourteen years after its entry into force, EMN Luxembourg conducted a study on the implementation of the Directive in 23 EU Member States, including Belgium.
