Council meeting on Justice and Home Affairs: migration related issues on the agenda

The Justice and Home Affairs Council meeting gathering all EU 28 Justice and Home Affairs national ministers took place on 9 and 10 October 2014. A strategic approach and operational priorities have been defined to take action to better manage migratory flows.

On the occasion of the 3336th Justice and Home Affairs Council meeting, the following migration related items were discussed:

  • Foreign fighters, including improving checks at external borders as well as specific actions that will help speed up the implementation of the measures already approved in this field;
  • Task Force Mediterranean, in the context of which the Council welcomed the announcement by the Commission and Frontex on the launch, by 1 November 2014, of the EU-funded operation Triton;
  • State of play of the directive on the conditions of entry and residency of third-country nationals for the purposes of research, studies, pupil exchange, remunerated and unremunerated training, voluntary service and au pairing;
  • Revised Greek action plan on asylum and migration management;
  • Draft regulation on the recast of the Union Code on Visas

A specific attention has been given to taking action to better manage migratory flows. Council conclusions in this particular field have been adopted stressing that the guiding principles for achieving a strategic and operational approach to better manage migratory flows are:

  • Action in cooperation with third countries
  • Reinforced management of external borders and Frontex
  • Action at member state level - reception and fingerprinting
