Ad Hoc Query on residence permits for third-country national victims of migrant smuggling

Under Council Directive 2004/81/EC, EU Member States have the option to grant residence permits to third-country nationals who have been the subject of an action to facilitate illegal immigration, such as smuggling. This ad hoc query seeks to map which Member States have implemented this possibility, and to what extent this residence procedure is used in practice.

EU Commission announces EUR 1 billion for Lebanon, inter alia to prevent irregular migration to Europe

On 2 May 2024, President von der Leyen was with Cypriot President Christodoulides in Beirut to announce a financial package of EUR 1 billion for Lebanon to contribute to the country's socio-economic stability and to migration management. The deal has already received criticism from various quarters.

The Chamber of Representatives adopts the draft law allowing Frontex to support the Federal Police

On 2 May 2024, the Chamber of Representatives adopted in plenary session the draft law relating to the competencies of the members of the European Border and Coast Guard Agency on the national territory. The law inter alia defines how Frontex members will support the Federal Police in the field of border controls and forced return of foreigners.

The Chamber of Representatives adopts the draft law for a proactive return policy

02/05/2024

On 2 May 2024, the Chamber of Representatives adopted in plenary session the draft law for a proactive return policy. This law inter alia introduces the obligation for the foreigner to cooperate in the return process and it expands the pool of return escorts. The law also enshrines the principle according to which minor children aren't retained in closed centres.

The first Ministerial Conference on the implementation and operationalisation of the Pact on Migration and Asylum took place in Ghent

Annual Report 2023 (GRETA)

The general report 2023 of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) includes a stocktaking of the third evaluation round of the Convention, which focused on trafficking victims’ access to justice and effective remedies. Ad Hoc Query on including time of absence from the territory and no valid residence permit into long-term residence

This ad hoc query seeks to establish which stay qualifies as a continuous stay under Article 4(3) of the Long-Term Residents Directive and whether an absence from a territory on which a person does not have a valid residence permit interrupts the continuity of the stay under this directive. It also examines whether EMN Member and Observer Countries accept longer periods of absence than those provided for in the directive.

European Parliament approves revised rules to prevent and combat trafficking in human beings and better protect its victims

On 23 April 2024, the European Parliament voted in favor of an amended Directive concerning trafficking in human beings. The new text broadens the EU’s actions against human trafficking beyond labour and sexual exploitation, and also criminalises new forms of exploitation like forced marriage, illicit adoption, and the exploitation of surrogacy at the EU level.
