Statistics on enforcement of immigration legislation in the EU (Eurostat)

2013 statistics on enforcement of immigration legislation have been released by Eurostat in September 2014.

Eurostat statistics on enforcement of immigration legislation concern non-EU citizens refused entry at external borders, apprehended as being illegally present or subject to an obligation to leave the territory of an EU Member State. Indeed, enforcement of migration law refers to two main issues: control of EU external borders and management of unauthorized non-EU citizens found on the territory of an EU Member State.

Data on non-EU citizens refused entry at external borders are disaggregated by EU-Member States, border type, citizenships and ground for entry refusal.

  • In 2013, around 325 000 non-EU citizens were refused entry at the external borders of the EU-28
  • The largest number of refusals were recorded at the external land borders (more than 80 % for all years)
  • The top five countries of citizenship of persons refused entry at EU-28 external borders in 2003 were Morocco (189 770), Russia (23 060), Ukraine (23 060), Albania (12 860) and Serbia (9 130)
  • In terms of the reasons for entry refusal in 2013, the highest number of non-EU citizens (around 60 000) were refused due to ‘no valid visa or residence permits’.

Data on non-EU citizens being illegally present in an EU Member States or subject to an obligation to leave the territory of an EU Member State are disaggregated by Member States, citizenships and gender.

  • In 2013, around 429 000 non-EU citizens were found to be illegally present in the EU-28. This represents a marginal decrease of about 1 % compared with 2012, and about 30 % compared with 2008
  • Over a six-year period (2008–13), Albania ranks first as the source country of non-EU citizens staying illegally in the EU
  • Irregular migration is predominantly a male issue
  • In 2013 over 430 000 non-EU citizens were issued with an order to leave an EU Member State.
