According to the United Nations High Commissioner for Refugees (UNHCR), as of 15 November 2022, more than 7.8 million people have left Ukraine in search of safety, arriving primarily in neighbouring European Union (EU) and third countries. The EMN study found that citizenship is seen by Member States as either the culmination of the integration process or as facilitating the integration process.
