According to the Latest Asylum Trends 2025 published by the European Union Agency for Asylum (EUAA), EU+ countries received approximately 822.000 applications for international protection in 2025, representing a 19 % decrease compared to 2024. Despite the overall decline, demand for protection remained significant in some groups and countries.
The Latest Asylum Trends 2025 provides an annual overview of asylum activity in EU+ countries, covering asylum applications (per capita), the main nationalities of applicants, the top receiving countries, recognition rates, pending cases and the number of beneficiaries of temporary protection following the war in Ukraine. It also reviews policy developments in the EU+ and provides a 2026 outlook, examining, inter alia, geopolitical uncertainty and latent displacement risks.
Four years after Russia launched its full-scale invasion of Ukraine on 24 February 2022, Belgium has granted more than 101.500 temporary protection certificates to people fleeing the conflict. Today, around 70.600 of these displaced Ukrainians remain in the country. While the temporary protection scheme has been extended until March 2027, uncertainty remains over what will happen afterwards, raising questions for both the authorities and Ukrainian beneficiaries.
On 19 February 2026, EMN Belgium attended a Mutual Learning Seminar organised by ECRE (European Council on Refugees and Exiles) within the framework of the INNOVATE project, supported by EU funding under the Horizon 2020 programme.Held in Brussels, the seminar brought together experts, civil society representatives and policymakers to assess the state of preparedness across EU Member States for transitioning out of temporary protection under the Temporary Protection Directive, currently extended until March 2027.

The EMN Hungary Conference will explore how EU temporary protection frameworks are evolving and how these changes are implemented in practice across Central Europe. It aims to connect high-level policy developments with on-the-ground realities for displaced persons and host communities. The conference will examine potential transitions from the EU temporary protection regime and highlight regional practices, challenges, and successful approaches.
On 26 November 2025, several civil society organisations, including Caritas International and Vluchtelingenwerk Vlaanderen, published a statement warning about rising refusals of temporary protection applications. Between January and October, 2.380 applications were rejected, compared with 1.578 in 2022. The organisations highlighted difficulties in accessing accommodation and support for displaced persons affected. Authorities attribute the increase to changes in European rules and stricter administrative requirements.

It examines whether changes were applied retroactively and whether different levels of support persist across groups. The query investigates the existence of differentiated support for vulnerable BoTPs and how vulnerability is defined and assessed.
This Inform provides an overview of national policy and legal changes from July 2023 to early 2025 concerning the responsibilities and access to rights of beneficiaries of temporary protection (BoTP) under Directive 2001/55/EC. It maps these changes, provides evidence for decisions on possible financial contributions from BoTP, and offers insights into national strategies after the expiration of temporary protection.
The Council of the European Union has adopted a recommendation outlining a common framework for the gradual transition of displaced Ukrainians out of temporary protection. The measures aim to support sustainable return and reintegration in Ukraine when conditions allow, while also facilitating access to other residence statuses for those eligible. At their meeting on 13 June 2025, EU Home Affairs Ministers reached a political agreement to extend by one year, until March 2027, the temporary protection for people displaced from Ukraine. They also discussed ways to improve readmission cooperation with third countries and endorsed new priorities for the Schengen area.

The conference will explore the future of Ukrainian displaced persons beyond temporary protection and will bring together policymakers, experts, and stakeholders to discuss strategies for policy transitions, address employment related integration challenges, share best practices, and examine the role of the diaspora in supporting long-term solutions.
This ad hoc query examines the voluntary return procedures for Ukrainian nationals granted temporary protection in EU Member States, focusing on the support provided for their return and reintegration. The aim is to understand the various national approaches to facilitating voluntary returns, including whether reintegration assistance is offered and how these programmes are funded.
Since the start of the war in Ukraine, Belgium has granted temporary protection to 93.343 Ukrainians, with a sharp decline beginning in 2023 and continuing into 2024 and early 2025. As the number of arrivals has slowed and the focus shifts to integration efforts, both the Flemish and Walloon governments plan to gradually reduce reception capacity for beneficiaries of temporary protection in the coming months.
The 2024 national conference of EMN Finland shall examine the state of play as well as the future prospects of the situation of Ukrainians in Finland and in EU countries. The conference aims to address the challenges of integration in a situation where beneficiaries of temporary protection find themselves between two countries. The conference seeks to support these persons in the limbo between integration and return.
The European Migration Network (EMN) study looks at whether EMN Member Countries implemented any changes in the application of the Temporary Protection Directive (TPD) in 2023 (as compared to 2022) and also aims to identify continued challenges, as well as good practices.
Eurostat released data on unaccompanied minors granted temporary protection in 21 EU Member States and all EFTA countries between March 2022 and September 2024. Austria, the Netherlands and Lithuania have granted the most temporary protection statuses, in absolute terms, to unaccompanied minors since March 2022. Additionally, it considers whether EMN Member Countries have plans to create and offer beneficiaries of temporary protection a more permanent status, other than international protection, before the expiration of temporary protection.
This ad hoc query examines whether EMN Member and Observer Countries have provisions in their current legislation that allow for the refusal of an application for temporary protection by a Ukrainian national solely on the basis that the applicant also holds the nationality of an EU Member State. Additionally, it explores how EMN Member and Observer Countries proceed when they receive such applications.
The workshop will shed light on the challenges and best practices of the application of the Temporary Protection Directive in Germany, the Netherlands, and Lithuania. The participants will also discuss future scenarios to ensure the continued protection of Ukrainians.
On 11 June 2024, the European Commission proposed to extend the temporary protection for people fleeing Russia's aggression against Ukraine for another year, from 5 March 2025 to 4 March 2026. The Council still needs to formally adopt the proposal.
