Ad Hoc Query on intra-EU mobility for international students (Directive 2016/801)

This ad hoc query focuses on the implementation of Article 31(2) of Directive 2016/801, which sets out the conditions for notifying mobility of students between two or more EU Member States. The query examines the mobility notification process, existing arrangements in the absence of an official notification process, and the rules applicable to students covered by an EU programme, a multilateral programme involving mobility measures or an agreement between two or more higher education institutions, as opposed to those applicable to students who are not.

15 EU countries ask the European Commission to propose new solutions to prevent irregular immigration to Europe

Fifteen European countries plead with the European Commission to go beyond the New Pact on Migration and Asylum. They push for comprehensive, mutually beneficial and durable partnerships with third countries located along the migratory routes. They also want to inter alia explore solutions aimed at rescuing migrants on the high seas and bringing them to a predetermined place of safety in a partner country outside the EU.

EU Commission announces EUR 1 billion for Lebanon, inter alia to prevent irregular migration to Europe

On 2 May 2024, President von der Leyen was with Cypriot President Christodoulides in Beirut to announce a financial package of EUR 1 billion for Lebanon to contribute to the country's socio-economic stability and to migration management. The deal has already received criticism from various quarters.

European Ombudsman probes EU Commission's human rights approach in EU-Tunisia Agreement

At the request of the European Ombudsman, an inquiry was launched into the European Commission's approach to ensuring respect for human rights in the EU-Tunisia Memorandum of Understanding (MoU) “on a strategic and global partnership”. This inquiry follows concerns about the absence of a prior human rights impact assessment in the context of the Memorandum.

In a joint Declaration signed in Cairo on 17 March 2024, the Arab Republic of Egypt and the European Union agreed to elevate their relationship to the level of a strategic and comprehensive partnership. The document identifies specific areas of cooperation, including migration and mobility.

Ombudsman asks Commission about respect for fundamental rights in EU agreement with Tunisia

Ad Hoc Query on existing bilateral agreements and programmes/projects on legal migration between Member States and third countries

Due to the increased need for foreign labour force, Member States are multiplying their negotiations of bilateral agreements and programmes with third countries on labour mobility. The outbreak of the COVID-19 pandemic and the substantial measures taken by EU and OECD countries to prevent the spread of the virus are having direct and indirect impacts on international students coming to those countries. While the long-term consequences are difficult to predict, the immediate impacts are already visible, for example, the processing of new applications or renewing of residence permits has in many cases been hindered or suspended, with consequences for international students already present in the host country. In addition, the abrupt downturn in economic activity has had a significant impact across many sectors, with international students facing the loss of their part time jobs or reduced or lost incomes, which could have an impact on their ability to continue their studies or find a job or start a business following their graduation.
