This Inform examines how digital services in legal migration procedures are designed and implemented in EMN Member and Observer Countries to ensure accessibility and inclusion for applicants with disabilities and digitally disadvantaged applicants. It looks at how authorities have adapted applications, document submission, appointment booking, communication and information exchange, and case-tracking services in the context of the ongoing digitalisation of legal migration procedures. The analysis is based on contributions from 25 EMN Member and Observer Countries.

This joint European Migration Network (EMN) – OECD (Organisation for Economic Cooperation and Development) Inform provides an overview of innovative initiatives to attract foreign talent between January 2021 and March 2024 by EMN Member Countries and selected non-EU OECD member countries. It also analyses whether and how EMN Member Countries monitor the effectiveness of these initiatives and identify related challenges and good practices.

On the 20th Anniversary of the Family Reunification Directive, this Inform offers a thorough examination of family reunification practices and legislation for beneficiaries of international protection across EMN Member and Observer Countries. It specifically looks at the procedures in place for applying for family reunification and how these have evolved considering recent (since 2017) case law before the European Court of Justice (CJEU), and where relevant the European Court of Human Rights (ECHR).

EMN in cooperation with the OECD published a new inform ‘Skills Mobility Partnerships: Exploring Innovative Approaches to Labour Migration’. This inform highlights experiences by EU Member States, non-EU countries and international organisations with regards to the introduction of Skills Mobility Partnerships (SMPs), a new concept that promotes a sustainable approach to skilled migration and mobility, with the aim to build skills for the benefit of both countries of origin and destination.

The COVID-19 pandemic had a significant impact on the flow of migrants who planned to enter the EU and OECD countries as workers in essential sectors (e.g. health- and care- workers, hospital auxiliary staff, agricultural workers) as well as those who were residing on a temporary or renewable basis for the purpose of work in these sectors.
