This Inform, updated on the basis of national contributions from 28 EMN Member and Observer Countries, provides an overview of recent developments and policy approaches in the field of statelessness, with a cut-off date of 31 October 2025. It forms part of the EMN Platform on Statelessness series, building on previous Informs published in 2016, 2020 and 2023.

The Latest Asylum Trends 2025 provides an annual overview of asylum activity in EU+ countries, covering asylum applications (per capita), the main nationalities of applicants, the top receiving countries, recognition rates, pending cases and the number of beneficiaries of temporary protection following the war in Ukraine. It also reviews policy developments in the EU+ and provides a 2026 outlook, examining, inter alia, geopolitical uncertainty and latent displacement risks.

This ad hoc query examines whether EMN Member Countries are developing or considering initiatives to maintain and strengthen the connections between beneficiaries of temporary protection displaced from Ukraine and their country of origin. It aims to map projects that support continued engagement with Ukraine, including information provision to enable informed decisions about possible return. The query also explores whether such initiatives contribute to future recovery and sustainable reintegration.

This ad hoc query maps the status of recognition of Palestine as a sovereign State across EMN Member Countries and the resulting administrative practices regarding statelessness and citizenship for individuals originating from the Palestinian territories. 

This ad hoc query examines the approaches taken by EMN Member Countries regarding potential changes to support measures for beneficiaries of temporary protection (BoTPs) with respect to accommodation and social welfare. It examines whether changes were applied retroactively and whether different levels of support persist across groups. The query investigates the existence of differentiated support for vulnerable BoTPs and how vulnerability is defined and assessed. 

This Inform provides an overview of national policy and legal changes from July 2023 to early 2025 concerning the responsibilities and access to rights of beneficiaries of temporary protection (BoTP) under Directive 2001/55/EC. It maps these changes, provides evidence for decisions on possible financial contributions from BoTP, and offers insights into national strategies after the expiration of temporary protection.

This ad hoc query maps the issuance of travel documents for individuals recognised as stateless across EMN Member and Observer Countries. Information is provided on the type and validity of such documents, as well as on whether recognition as stateless automatically leads to the issuance of a residence permit.

This ad hoc query examines whether EMN Member and Observer countries allow the revocation of temporary protection residence permits when beneficiaries are granted temporary protection in another Member State under Article 8(1) of Directive 2001/55/EC. It seeks to identify the legal provisions governing such revocation or, where applicable, alternative approaches.

The European Pact on Asylum and Migration, adopted in May 2024, introduces binding obligations for EU Member States, including Belgium, on the identification and protection of stateless persons. The Nansen report highlights the specific challenges faced by stateless persons in Belgium and offers key recommendations to ensure their effective access to international protection.

This ad hoc query explores the types of support measures provided by EMN Member Countries to beneficiaries of temporary protection (BoTP), including accommodation, financial aid, administrative and logistical services, and medical care. It also examines the eligibility criteria for these measures, the differences from support offered to applicants for international protection (AIPs), and whether entitlements continue for BoTP who are employed. 

This ad hoc query examines the voluntary return procedures for Ukrainian nationals granted temporary protection in EU Member States, focusing on the support provided for their return and reintegration. The aim is to understand the various national approaches to facilitating voluntary returns, including whether reintegration assistance is offered and how these programmes are funded.

The European Migration Network (EMN) study looks at whether EMN Member Countries implemented any changes in the application of the Temporary Protection Directive (TPD) in 2023 (as compared to 2022) and also aims to identify continued challenges, as well as good practices.

In collaboration with the Red Cross EU Office and the Swedish Red Cross, this Inform provides an overview of EMN Member and Observer Countries’ guidance and training on early detection and identification of presumed victims of torture or other forms of inhuman or degrading treatment or punishment in international protection procedures. It outlines procedural safeguards and guidance for asylum authorities when requesting medico-legal documentation in international protection applications, and it also details practices for identifying victims among beneficiaries of temporary protection to provide medical care, in line with the Temporary Protection Directive.

This ad hoc query examines whether EMN Member Countries provide alternative legal statuses, aside from temporary protection, for persons fleeing the war in Ukraine within their national legislation and explores whether these statuses grant certain rights beyond temporary protection. Additionally, it considers whether EMN Member Countries have plans to create and offer beneficiaries of temporary protection a more permanent status, other than international protection, before the expiration of temporary protection.

This ad hoc query examines whether EMN Member and Observer Countries have provisions in their current legislation that allow for the refusal of an application for temporary protection by a Ukrainian national solely on the basis that the applicant also holds the nationality of an EU Member State. Additionally, it explores how EMN Member and Observer Countries proceed when they receive such applications.

This Inform, jointly produced by the European Migration Network and the Organisation for Economic Cooperation and Development, offers an analysis of employment trends, policy priorities, and measures aimed at facilitating the integration of displaced individuals from Ukraine into host countries' labour markets. 

This ad hoc query identifies which EMN Member and Observer Countries promote self-reliance of beneficiaries of temporary protection by paying a one-off lump sum to cover the initial costs associated with their transition from the temporary collective housing to regular private housing. In addition, it addresses the control mechanisms in place to prevent misuse and ensure the efficiency of the system.

This policy paper outlines the key principles that should be applied in the development and implementation of exit strategies from the current Temporary Protection (TP) regime for people displaced from Ukraine, which is currently valid until March 2025. The new paper also provides an analysis of the main options available to the EU and individual states.

Under the endorsement of the EMN Platform on Statelessness, this ad hoc query explores the legal framework and practice of EMN Member Countries to prevent stateless persons from receiving social and healthcare benefits in multiple countries simultaneously.

This ad hoc query focuses on the early detection and identification of presumed victims of torture or other forms of inhuman or degrading treatment or punishment in international and temporary protection procedures. It inter alia collects information from EMN Member Countries on guidance and training available to competent authorities, on referrals to medico-legal assessments and use of medico-legal documentation as well as on challenges and good practices in this field.

This EMN Inform updates the 2020 Inform “Statelessness in the EU” and focuses on the implications of statelessness for affected individuals in the EU, Norway and Georgia.

In response to the large influx of Ukrainian refugees, the Estonian Ministry of Culture is looking into setting up new possibilities for e-learning the local language. The objective of this query is to map other EMN Member and Observer Countries’ experience with technologies such as artificial intelligence, virtual reality, and augmented reality, to develop an offer of virtual language learning.

Have Member States planned to extend or issue new documents certifying the right of residence to beneficiaries of temporary protection whose certificates/visas/residence permits issued in 2022 are going to expire on 4 March 2023? This ad hoc query explores how Member States will address this, taking into account the large number of Ukrainians concerned.

According to the United Nations High Commissioner for Refugees (UNHCR), as of 15 November 2022, more than 7.8 million people have left Ukraine in search of safety, arriving primarily in neighbouring European Union (EU) and third countries. These Informs analyse the arrangements European Union (EU) Member States have put in place for accommodation and housing and access to specific services namely social benefits, education, employment, and healthcare for beneficiaries of temporary protection, in the context of the activation of the Temporary Protection Directive (TPD) (2001/55/EC), triggered in response to Russia’s invasion of Ukraine on 24 February 2022.

Are the Member States providing any support measures to Ukrainian citizens wishing to go back to Ukraine on a voluntary basis? This ad hoc query launched by Estonia examines the current measures as well as possible plans, including to develop long-term support measures/programs for Ukrainians who wish to voluntarily go back to Ukraine.
