Court of Justice rules on sanctions linked to refusal of transfer between reception centres

In a judgment delivered in Case C-184/24 (Sidi Bouzid), the Court of Justice of the European Union has clarified the limits of sanctions that may be imposed on applicants for international protection who refuse to be transferred to another accommodation centre. The Court found that such a refusal cannot justify the withdrawal of all material reception conditions. While Member States may impose sanctions for serious breaches of reception rules, these must remain proportionate and respect the applicant’s dignity.

EMN Belgium gathers experts to explore reception and support of applicants for international protection other than in-kind

Refusals of temporary protection applications trigger warnings from NGOs in Belgium

On 26 November 2025, several civil society organisations, including Caritas International and Vluchtelingenwerk Vlaanderen, published a statement warning about rising refusals of temporary protection applications. Between January and October, 2.380 applications were rejected, compared with 1.578 in 2022. Ad Hoc Query on alternatives to providing housing in kind for applicants for international protection

This ad hoc query examines whether countries have implemented alternatives to provide housing in kind (for instance, financial support) for applicants for international protection between 2020 and 2025, and if so, under which circumstances and for which target group. The query further explores the implementation of such alternatives, such as the systems put in place to ensure the mandatory provision of services (e.g., legal support, healthcare), and the specific measures to support vulnerable groups. Council of Europe Committee of Ministers urges Belgium to resolve reception crisis

The Committee of Ministers of the Council of Europe examined the execution of the European Court of Human Rights judgment in Camara v. Belgium. Fedasil and partners implement housing project for beneficiaries of international and temporary protection

A European pilot project is underway to improve access to sustainable housing for beneficiaries of international protection and beneficiaries of temporary protection. Running from November 2024 to October 2027, PATHS brings together IOM, Orbit and Fedasil in Belgium, with partners in France and Greece. The initiative focuses on preventing homelessness through housing platforms, stronger intermediary organisations and greater engagement with property owners.

Belgium publishes two new laws treating applications already processed elsewhere as subsequent and limiting reception aid

Dutch Council of State rules that single male asylum seekers can no longer be returned to Belgium

EU Ministers extend temporary protection, discuss readmission cooperation, and update Schengen priorities

Fedasil reduces reception capacity for unaccompanied foreign minors

Fedasil has announced a further reduction in the number of reception places for unaccompanied foreign minors (MENA), with 279 places set to be withdrawn from the network by 1 September 2025. The measure, approved in April, comes in response to the continuing decline in arrivals observed since 2023. Most of the places concerned will be converted into generic reception places.
