Ministers Quintin and Van Bossuyt announce targeted checks within Belgium

On 19 June 2025, Interior Minister Bernard Quintin and Asylum and Migration Minister Anneleen Van Bossuyt announced that, starting from summer 2025, federal police, local police, and the Immigration Office will collaborate to conduct targeted checks within Belgium. These measures aim to combat irregular migration and secondary movements towards Belgium. Reactions have emerged regarding the capacity required to implement such checks, their actual effectiveness in reducing irregular migration, and whether they can deliver a real deterrent effect or remain largely symbolic.

EU Court confirms that student-visa appeals must remain effective through timely decision-making

On 19 June 2025, the Court of Justice of the European Union delivered a judgment in response to a request from the Brussels Court of First Instance (French-speaking) regarding appeal procedures following the refusal of student visas. The referral followed concerns raised by Belgian lawyers and the NGO CIRÉ, highlighting that late notification of refusals often prevents students from exercising an effective remedy. The Court clarified that, while no urgent procedure is required, national systems must ensure that visa decisions and related appeals are issued in time for a meaningful judicial review.

CJEU rules that parents can't be penalised for facilitating unauthorised entry when accompanied by minor children

On 3 June 2025, the Court of Justice of the European Union (CJEU) delivered a judgment clarifying the scope of the offence of facilitation of unauthorised entry into the EU. The Court ruled that a third-country national cannot be criminally penalised for bringing minors under their care into an EU Member State, even if this entry breaches border rules. This decision emphasises the protection of family responsibilities and fundamental rights within EU law.

Measuring and analysing the social and labour rights of irregularly staying migrants: New indicators for twenty-eight European countries (PRIME)

This research paper introduces the "IRMIGRIGHT", the first bespoke database of social and labour rights of irregularly staying migrants in twenty-eight European countries. A number of findings emerge from the data analysis, including the fact that, on average, irregularly staying migrants have significantly weaker social rights than labour rights.

The number of irregular border crossings into the EU fell by 27% in the first four months of 2025, according to Frontex

According to preliminary data published by Frontex, the number of irregular border crossings into the European Union decreased by 27% between January and April 2025, compared to the same period in 2024. Nearly 47.000 crossings were detected during the first four months of 2025.

Anneleen Van Bossuyt visits Moldova to discourage unfounded asylum applications

On 11-12 May 2025, Belgian Minister for Asylum and Migration Anneleen Van Bossuyt visited Chisinau to emphasise that asylum applications from Moldovan nationals—coming from a country considered safe—are processed through an accelerated procedure in Belgium. She also announced the immediate discontinuation of the return incentive, which is seen as encouraging misuse of the asylum system.

Migrant Education Policy Index (SIRIUS - Migration Policy Group)

The 2025 SIRIUS Migrant Education Policy Index introduces a novel framework for evaluating inclusive education policies across 15 EU Member States. Structured around seven key dimensions, the Index highlights existing disparities and effective practices in supporting migrant learners. It underscores the urgent need for systemic reforms to ensure equitable and high-quality education for all students, regardless of migration background. The report advocates for a learner-centred approach prioritising structural flexibility, cultural and linguistic inclusion, and coordinated policy interventions.

Deadline to respond to call for proposals to raise awareness about the risks of irregular migration

The EU launched a call for proposals under the Asylum, Migration and Integration Fund to prevent irregular migration through awareness-raising and information campaigns on the risks of irregular migration in selected third countries and within Europe. The available call budget is EUR 10 000 000.

36.816 people crossed the English Channel in small boats through 2024

03/01/2025

The UK Home Office released provisional figures showing that more than 36.000 people were detected in 2024, making the crossing of the English Channel in small boats. The International Organisation for Migration (IOM) estimates that at least 78 migrants died trying to cross the Channel in 2024.

Ad Hoc Query on forged documents for the acquisition of a digital nomad residence permit

This ad hoc query maps the schemes in place across EMN Member and Observer Countries to issue residence permits for so-called “digital nomads”, or persons who work remotely for an employer registered outside of their country of residence. The European Court of Auditors expresses criticism of the EU Trust Fund for Africa aimed at addressing the root causes of irregular migration

According to a new report by the European Court of Auditors (ECA), EU Emergency Trust Fund for Africa (EUTF) projects have reported the delivery of many of the planned outputs and partially achieved their objectives. Despite this, the financial support from the EUTF support is still insufficiently focused on the agreed priorities. Furthermore, there are challenges in relation to reporting, ensuring the sustainability of results and safeguarding human rights.

The Court of Justice of the EU stresses that the prohibition of abusive practices is a general principle of EU law

Ad Hoc Query on intra-EU mobility for international students (Directive 2016/801)

This ad hoc query focuses on the implementation of Article 31(2) of Directive 2016/801, which sets out the conditions for notifying mobility of students between two or more EU Member States. The query examines the mobility notification process, existing arrangements in the absence of an official notification process, and the rules applicable to students covered by an EU programme, a multilateral programme involving mobility measures or an agreement between two or more higher education institutions, as opposed to those applicable to students who are not.

Hungary takes over the Presidency of the Council of the European Union

At least 8,565 people died on migration routes worldwide in 2023, according to IOM

According to data collected by IOM’s Missing Migrants Project, 2023, with at least 8565 deaths and disappearances, is the deadliest year since the project's inception in 2014. IOM highlights the urgent need for action to prevent further loss of life.

A 1.5-kilometre fence to prevent transmigrants from crossing the highway
