Belgium contributes to Europol operation against human trafficking networks using online platforms to enable their criminal activities

In a coordinated effort to combat human trafficking, Europol hosted an international operational action from 25 to 28 February 2025, bringing together experts in analysis, OSINT (Open Source Intelligence), and investigations from 12 countries, including Belgium. The operation focused on detecting and disrupting human trafficking networks operating online, particularly those exploiting Ukrainian nationals.

1.261 prisoners were subjected to forced return from Belgium's prisons in 2024

In 2024, 1.261 detainees were forcibly returned from Belgian prisons, down from 1.428 in 2023 and 1.511 in 2022, according to the Immigration Office. The most represented nationalities among those returned were Albanians, Moroccans, and Algerians. This decline comes amid ongoing challenges linked to prison overcrowding and changes in early-release policies.

Benelux and Suriname sign agreements on migration and visa exemption

The Benelux countries and Suriname have agreed to facilitate the return of individuals in irregular situations from the Benelux or Suriname to their country of origin. Additionally, they have decided to grant visa-free travel for diplomats and government officials between the Benelux countries and Suriname.

The EU’s plans to set up return hubs must respect fundamental rights law, warns the FRA

In a position paper published on 6 February 2024, the European Union Agency for Fundamental Rights (FRA) sets out the conditions that would have to be met for return hubs to respect fundamental rights and comply with EU law. This includes independent monitoring to reduce the risks of fundamental rights violations.

3.267 third-country nationals returned voluntarily to their country of origin in 2024, according to Fedasil

In 2024, Belgium saw a notable increase in the number of individuals choosing voluntary return to their country of origin. According to Fedasil’s press release from 3 February 2024, the total number of individuals opting for voluntary return rose by 11% compared to the previous year.

Forced return to Afghanistan is possible again, without collaboration with the Taliban regime, according to Nicole de Moor

In a press release published on 27 January 2025, the Secretary of State for Asylum and Migration announced that Belgian authorities could organise the forced return of Afghans to Istanbul and that partners on the ground could then take them to Afghanistan. This collaboration and the budgets for it still need to be finalised by a new government.

70% of all transmigrants found in Belgium in 2024 were found in West Flanders

According to a report commissioned by the governor of West Flanders, a total of 632 transmigrants were caught in the province in 2024, while in 2023 there were fewer than 400. The province's share of interceptions also went up. West Flanders accounted for about 70% of all transit migrants intercepted in Belgium in 2024, compared to around 50% in previous years.

The share of non-EU nationals among trafficking victims in the EU is increasing, according to the EU Commission

The European Commission published its fifth report on the progress made in the EU in combatting Trafficking in Human Beings. The report outlines, inter alia, that in 2021-2022, the majority of victims were non-EU citizens (54%). This demonstrates a shift compared to 2019-2020, when the majority of registered victims were EU citizens (55%).

Annual Report on Trafficking and Smuggling in Human Beings 2024 (Myria)

Myria, the Federal Migration Centre and independent national rapporteur on trafficking in human beings, published its independent and public annual report "Latin American Sex Work: A Risky Carousel" on 18 December 2024. Myria draws attention to the phenomenon of Latin American sex work and calls for adapting the fight against trafficking to the new realities linked to the digital world.

Member States agree a position on a proposed directive which lays down minimum rules to prevent and counter migrant smuggling

During the Justice and Home Affairs Council on 13 December 2024, Member States agreed on a proposal aimed at bringing their criminal law closer together on issues such as the definition and sanctioning of migrant smuggling. The text will now be used by the Council in “trilogue” negotiations with the European Parliament.

Belgium and its Calais Group partners agree on a priority plan to counter migrant smuggling

In London, the UK, Germany, France, Netherlands and Belgium, in the presence of the European Commission and its agencies, Europol and Frontex, agreed on a five-point priority plan to tackle irregular migration and migrant smuggling in 2025. Key priorities include targeting illicit financial flows that sustain smuggling networks and tackling organised crime groups' use of social media to recruit and advertise dangerous journeys across Europe and the Channel.

EMN Finland Conference: Between integration and return: Employment and integration of beneficiaries of temporary protection in Finland and Europe

A supplier of small boats to smugglers will be extradited by Dutch authorities to Belgium to face charges of smuggling of human beings

A man suspected of running an operation that supplied small boats and engines to human smugglers who were active in Belgium and northern France was arrested in the Netherlands. The 44-year-old Turkish national faces extradition to Belgium to face charges of human smuggling in the context of the activities of a criminal organisation.

Over the past ten years, Esperanto has provided shelter and support to 156 minors who are victims of human trafficking and/or smuggling, according to Myria

From 2014 to 2023, Esperanto provided shelter and support to 156 foreign minors victims of human trafficking and/or aggravated smuggling. According to Myria, who analysed the figures, just over half of these 156 young people were victims of sexual exploitation or were forced to commit criminal acts.

FRA highlights progress and challenges in forced return monitoring in 2023

Administrative authorities must ensure compliance with the principle of non-refoulement by reviewing a return decision previously adopted against a national, according to the Court of Justice of the EU

In a recent judgment, the Court of Justice of the European Union found that an administrative authority which rejects an application for a residence permit based on national law and, consequently, finds that the third-country national concerned is staying illegally on the territory of the Member State in question, must ensure compliance with the principle of non-refoulement, by reviewing, in the light of that principle, the return decision previously adopted against that national in the context of a procedure for international protection.
