What does the EU Pact on Migration and Asylum actually mean for Belgian migration and asylum procedures? This study day will allow lawyers, magistrates and all legal practitioners to consider this question, benefiting from the contributions and insights of experts from national migration and asylum authorities, various non-governmental organisations, and several universities.

As the 1954 Convention relating to the Status of Stateless Persons celebrates its 70th anniversary on 28 September 2024, the United Nations High Commissioner for Refugees (UNHCR) estimates the number of stateless people worldwide at more than 4 million by the end of 2023.

This conference aims to present the first results of a Fedasil-funded mentoring-to-work project for highly skilled asylum seekers. It will discuss the challenges and opportunities of using mentoring as a pre-integration tool for asylum seekers. On 17 September 2023, the President-elect of the European Commission, Ursula von der Leyen, unveiled the names of Commissioners-designate for 2024-2029. The current Austrian Finance Minister, Magnus Brunner will be in charge of Internal Affairs and Migration, if he successfully passes the test of European Parliament hearings.  

During a webinar on 17 September 2024, EMN Member and Observer countries and the Red Cross highlighted key practices and challenges in identifying victims of torture in the context of international and temporary protection. The experience of migrant torture survivors was further examined and ways to address their vulnerabilities were discussed.

Eurostat published data on first residence permits, highlighting that 3.741.015 first residence permits were issued in the EU to non-EU citizens in 2023, a 4.7% increase compared with 2022. Belgium issued 74.366 first residence permits to non-EU nationals in 2023, an 8,5% increase compared with 2022.

Due to the sharp rise in applications for the equivalence of foreign diplomas in Flanders and the time- and labour-intensive investigations involved, waiting times can reach seven months. This impacts the integration of migrants into the labour market.  

On 5 September 2024, the UN Refugee Agency was awarded the "Fair Play for Peace Award" for its ongoing work to improve the lives of refugees, displaced and stateless persons through sport, in particular following the launch of the Agency's "More than a Game" sport strategy which promotes sport as a powerful vehicle for peace, inclusion and social cohesion.

The law of 10 March 2024 which creates a residence status as a stateless person in Belgium, comes into force on 1 September 2024. Applications for admission to stay on the grounds of statelessness must now be submitted directly to the Immigration Office by registered mail.  

This launch event will unveil the new EMN - Red Cross Inform on "Practices and challenges in processing victims of torture and ill-treatment in the context of international and temporary protection". The event will highlight key findings from the Inform, present examples of procedures put in place in EMN Member and Observer Countries, and draw insights from the Red Cross approach and experience of National Red Cross Societies in different EU Member States.

This legally oriented European conference focuses on the legislation adopted on 14 May 2024 under the framework of the Pact on Migration and Asylum. It aims to provide the first legal analysis of all these complex legal instruments and their interconnections, including practical aspects in relation with the topics covered.

As of 1 August 2024, the European Commission will support nine Member States, including Belgium, in preparing their National Implementation Plans for the Pact on Migration and Asylum. In a press release from 26 July 2024, Myria, the Federal Migration Centre, calls on the authorities, given the scale of the humanitarian catastrophe in Gaza, to make greater efforts in terms of information provision and administrative and procedural flexibility, both in terms of access to evacuation and the submission and processing of visa applications.

Civil society organisations are invited to apply before 12 September 2024 to contribute to the 9th European Migration Forum (EMF) under the theme "Enhancing the role of civil society in implementing the Pact on Migration and Asylum".

With 401 votes in favour, 284 against, and 22 cast blank or invalid votes, the European Parliament elected Ursula von der Leyen as President of the European Commission on 18 July. She presented her Political Guidelines for the next European Commission 2024-2029, referring inter alia to security, external borders, and migration management.

During a webinar followed by around 160 participants, the European Migration Network (EMN) and Eurostat launched the Annual Report on Migration and Asylum for 2023 and the accompanying Statistical Annex. Key highlights from the report were outlined as well as key figures to support policy-making and monitoring. National perspectives were also shared by Finland and Serbia.

According to recent figures published by Eurostat, Belgium sent 14.079 outgoing requests using the Dublin procedure, thus appearing in the top 5 countries that sent 86% of all outgoing requests in 2023. Belgium also reported 1.241 outgoing transfers in 2023.

According to Eurostat, the number of people returned to another country increased by 11% in the first quarter of 2024 compared with the same quarter of 2023. In comparison with the previous quarter (fourth quarter of 2023), the number of returns went up by 6%.
