This conference, organised by the Maltese National Contact Point to the European Migration Network (EMN), aims inter alia to examine ways to strengthen ties between migrant children and host communities and to foster mutual understanding. The inclusion of migrant children in local communities, through education, social work, advisory and community services, will be discussed.

The Federal Public Service Justice is currently able to assign a guardian to an unaccompanied foreign minor within the normal period of 8 weeks. However, the demand for guardians remains high in Limburg, Antwerp and Brussels, and the Guardianship Service is still urgently looking for additional guardians.

18 November marks the European Day on the Protection of Children against Sexual Exploitation and Sexual Abuse. Children are the most vulnerable group in society and children who are migrating, especially if unaccompanied, face an increased risk of being subjected to violence, including sexual violence, exploitation, and human trafficking.

During a webinar on 17 September 2024, EMN Member and Observer countries and the Red Cross highlighted key practices and challenges in identifying victims of torture in the context of international and temporary protection. The experience of migrant torture survivors was further examined and ways to address their vulnerabilities were discussed.

This launch event will unveil the new EMN - Red Cross Inform on "Practices and challenges in processing victims of torture and ill-treatment in the context of international and temporary protection". The event will highlight key findings from the Inform, present examples of procedures put in place in EMN Member and Observer Countries, and draw insights from the Red Cross approach and experience of National Red Cross Societies in different EU Member States.

In collaboration with the Red Cross EU Office and the Swedish Red Cross, this Inform provides an overview of EMN Member and Observer Countries’ guidance and training on early detection and identification of presumed victims of torture or other forms of inhuman or degrading treatment or punishment in international protection procedures. It outlines procedural safeguards and guidance for asylum authorities when requesting medico-legal documentation in international protection applications, and it also details practices for identifying victims among beneficiaries of temporary protection to provide medical care, in line with the Temporary Protection Directive.

In its annual report 2023, Fairwork Belgium reports on requests for assistance received in 2023 and provides further details on the profiles of the people concerned and the phenomena and abuses of which they are victims. Specific attention is paid to inter alia the misuse of the single permit system, the exploitation of posted workers, the false self-employment of applicants for international protection, and the au-pair employment as domestic worker.

This final report, realised by the Study and Policy Unit of the Federal Agency for the Reception of Asylum Seekers (Fedasil), describes the reception of vulnerable applicants for international protection with specific needs. It discusses how (field) staff define, identify and respond to vulnerability in practice. Eurostat published a statistical analysis on the number of unaccompanied minors who applied for international protection in 2017. the 31,400 applications represent an important decrease compared to previous years.

Over a period of two years, a UNICEF Belgium team collected the testimonies of 170 migrant and refugee children from 36 nationalities in reception centres and schools. The children talk about their experiences in their country of origin and their new environment, the disaster they fled for, the trials they endured on the way, their joy and sorrow. With this report UNICEF wants to build a bridge between the words of these young people, who are very keen on participation, and policy makers who are often far removed from their reality.
