EMN Hungary Conference: Different regional solutions to the challenges of temporary protection

Annual Report on Trafficking and Smuggling in Human Beings 2025 (Myria)

Myria, the Federal Migration Centre and independent national rapporteur on trafficking in human beings, published its independent and public annual report “Victims: Seeing Them and Listening to Them” on 8 December 2025. The report draws attention to the psychological vulnerabilities of victims of human trafficking and calls, inter alia, for strengthened training and specialisation of professionals on the specific psychological vulnerabilities and needs of these victims.

Refusals of temporary protection applications trigger warnings from NGOs in Belgium

On 26 November 2025, several civil society organisations, including Caritas International and Vluchtelingenwerk Vlaanderen, published a statement warning about rising refusals of temporary protection applications. Between January and October, 2.380 applications were rejected, compared with 1.578 in 2022. The organisations highlighted difficulties in accessing accommodation and support for displaced persons affected. Authorities attribute the increase to changes in European rules and stricter administrative requirements.

GRETA monitors Belgium’s efforts to address vulnerabilities to human trafficking

From 3 to 7 November 2025, the Group of Experts on Action against Trafficking in Human Beings (GRETA) conducted an evaluation visit to Belgium under the fourth cycle of its monitoring of the Convention on Action against Trafficking in Human Beings. The evaluation focuses on vulnerabilities to trafficking, the measures taken to prevent and detect them, support victims, and sanction perpetrators, with particular attention to the role of information and communication technologies.

Experts join forces across 26 countries to track online human trafficking networks

13/10/2025

Over 70 specialists from 26 countries took part in a Europol-supported hackathon aimed at detecting online activities linked to human trafficking. The operation, led by the Netherlands with the support of Germany and the United Kingdom, identified over 30 potential victims and more than 30 suspected perpetrators. The Belgian authorities also took part in this fourth edition of the EMPACT Trafficking in Human Beings Hackathon, which targeted both sexual and labour exploitation online.

Belgian Ministers meet Albanian and Kosovan counterparts to discuss justice, migration, and cooperation

Council and European Parliament reach provisional agreement to strengthen Europol in the fight against migrant smuggling

The Presidency of the Council and European Parliament negotiators have reached a provisional agreement to enhance Europol’s role in supporting Member States against migrant smuggling and human trafficking. The deal focuses on improving information sharing and operational coordination at EU level. A European Centre Against Migrant Smuggling will be established within Europol. The agreement must still be formally approved by both the Council and the European Parliament.

Council agrees on coordinated approach for transition out of temporary protection for displaced Ukrainians

The Council of the European Union has adopted a recommendation outlining a common framework for the gradual transition of displaced Ukrainians out of temporary protection. The measures aim to support sustainable return and reintegration in Ukraine when conditions allow, while also facilitating access to other residence statuses for those eligible. The recommendation provides guidance on voluntary return, reintegration support and information systems for displaced persons.

Ad Hoc Query on termination of temporary protection residence permit upon granting in another EU Member State

West Flanders records sharp decline in intercepted transit migrants

European Commission launches network to prevent child sexual abuse

Launch of the 2025 Blue Heart Campaign against human trafficking

The “Blue Heart” is recognised as the international symbol of the fight against human trafficking. On 28 July 2025, the Blue Heart Campaign was launched at Leuven City Hall. EMN Belgium joined local authorities, the three specialised centres for victims of human trafficking, Myria, the UNODC and many other stakeholders on this occasion. The theme of this year is “Human Trafficking is Organized Crime – End the Exploitation”.

Trafficking in human beings - the international dimension

38 members of the largest trafficking network operating in Belgium have been referred to the correctional court

Thirty-eight members of a Belgian-Chinese human trafficking network have been formally referred by the Ghent chamber of indictment to the correctional court. They face multiple charges including sexual exploitation, trafficking, pimping, money laundering, and document forgery. The Federal Migration Centre, Myria, has joined the case as a civil party, representing the interests of victims.

EU Ministers extend temporary protection, discuss readmission cooperation, and update Schengen priorities

At their meeting on 13 June 2025, EU Home Affairs Ministers reached a political agreement to extend by one year, until March 2027, the temporary protection for people displaced from Ukraine. EU Commission proposes extension of temporary protection and coordinated transition for Ukrainians in the EU

On 4 June 2025, the European Commission proposed extending temporary protection for displaced persons fleeing the conflict in Ukraine until 4 March 2027. CJEU rules that parents can't be penalised for facilitating unauthorised entry when accompanied by minor children

On 3 June 2025, the Court of Justice of the European Union (CJEU) delivered a judgment clarifying the scope of the offence of facilitation of unauthorised entry into the EU. The Court ruled that a third-country national cannot be criminally penalised for bringing minors under their care into an EU Member State, even if this entry breaches border rules. This decision emphasises the protection of family responsibilities and fundamental rights within EU law.
