This Inform, updated on the basis of national contributions from 28 EMN Member and Observer Countries, provides an overview of recent developments and policy approaches in the field of statelessness, with a cut-off date of 31 October 2025. It forms part of the EMN Platform on Statelessness series, building on previous Informs published in 2016, 2020 and 2023.

This EMN Inform maps how EMN Member Countries organise their first instance appeals procedures and examine operational changes implemented between 2018 and 2024. It delivers a comprehensive comparative analysis, reflecting on procedural safeguards, key challenges, and good practices observed across the EU.

In collaboration with the Red Cross EU Office and the Swedish Red Cross, this Inform provides an overview of EMN Member and Observer Countries’ guidance and training on early detection and identification of presumed victims of torture or other forms of inhuman or degrading treatment or punishment in international protection procedures. It outlines procedural safeguards and guidance for asylum authorities when requesting medico-legal documentation in international protection applications, and it also details practices for identifying victims among beneficiaries of temporary protection to provide medical care, in line with the Temporary Protection Directive.

This EMN Inform updates the 2020 Inform “Statelessness in the EU” and focuses on the implications of statelessness for affected individuals in the EU, Norway and Georgia.

The phenomenon of unaccompanied migrant children going missing has increasingly been in the focus of public attention in the EU. Several international organisations and European NGOs have raised concerns that the disappearance of unaccompanied minors is not always addressed in an effective manner. What policies and procedures are in place to register and follow up on cases of missing children, and how is data on missing children collected in EU Members States, Norway and the UK? The new Inform from the European Migration Network (EMN), in collaboration with international organisations, EU agencies and NGOs, offers a comprehensive picture of how the phenomenon is tackled currently in the EU.

This Inform summarises the main results of the EMN study on “Approaches to Unaccompanied Minors Following Status Determination in the EU plus Norway”.

This EMN Inform examines – inter alia – the state of play of the 1954 and 1961 conventions on statelessness, statelessness determination procedures, rights granted to recognized stateless persons, and the situation of stateless minors in the EU.

This Inform summarizes the main findings of the corresponding EMN study, which aimed at examining whether and how victims of trafficking are detected/identified in international protection and forced return procedures and further referred to specific procedures.

This EMN Inform presents the main developments that took place in 2011 with regard to international protection comprising statistics, the Common European Asylum System, intra-EU Solidarity , external dimension and unaccompanied minors.
