About this report:

The purpose of EMN Annual Policy Reports is to provide an overview into the most significant political and legislative (including EU) developments, as well as public debates, in the area of asylum and migration, with the focus on third-country nationals rather than EU nationals. The aim of the Synthesis Report is to summarise and compare the findings within an EU perspective in order to provide a useful overview for policymakers in particular.

This is the seventh in a series of such reports,5 this time covering the period 1st January 2010 to 31st December 2010. Each EMN NCP has produced a National Report detailing developments in their Member State, which then forms the basis of this Synthesis Report.

The Annual Policy Report 2010, served, for the second time, an additional purpose, namely to provide a significant contribution to the Commission’s Staff Working Paper accompanying the 2nd Annual Report on Immigration and Asylum, which reviews the implementation of the European Pact on Immigration and Asylum and of the asylum and migration elements of the Stockholm Programme and proposes recommendations. The Commission‟s report was adopted in May 2011, with Justice and Home Affairs (JHA) Council Conclusions subsequently adopted in June 2011.
