Asylum Report 2026 (EUAA)
The Asylum Report 2026, published by the European Union Agency for Asylum (EUAA), provides a comprehensive overview of asylum-related developments across EU+ countries. It presents the main policy, legislative and operational changes in the asylum field over 2025 and early 2026. The report analyses asylum trends, decision-making practices, reception systems and preparedness for the implementation of the Pact on Migration and Asylum. It also includes comparative country information and key EU-level developments shaping asylum systems across Europe.

The report highlighted, among others, the following key trends:
- Lowest level of asylum applications since 2021: EU+ countries received 822.000 asylum applications in 2025, a 19% decrease compared to 2024. The decline was linked to political developments in key countries of origin, including Syria, and strengthened cooperation with partner countries, reducing movements along migration routes.
- Increase in repeated applications: Repeated applications rose by 39% compared to 2024.
- Intensified efforts to reduce backlogs ahead of the Pact: EU+ countries increased decision-making capacity, issuing around 874.000 first-instance decisions. Pending cases decreased by 13%, although appeals continued to generate pressure on asylum systems.
- High share of rejections for low-recognition countries: Around 874.000 first instance decisions were issued, with a sharp increase in rejections for nationals of countries with a low recognition rate (<20%), the latter representing 56% of decisions taken.
- Adjustments to reception conditions: EU+ countries adapted reception systems, including changes to reception conditions and efforts to address capacity gaps, particularly for applicants in the border procedure.
- Measures related to secondary movements: Several EU+ countries introduced initiatives aimed at tightening reception conditions for applicants involved in secondary movements, in line with upcoming rules.
- Transition from the Dublin Regulation to the Asylum and Migration Management Regulation: Dublin units worked to clear backlogs and reduce parallel application of old and new rules, with around 120,000 Dublin decisions and 18,000 transfers implemented in 2025.
- Entry into force of the Union-wide list of Safe Countries of Origin: The first EU-wide list of Safe Countries of Origin became law in February 2026, supporting the assessment of applications from countries generally not generating protection needs.
- Changes in family reunification rules: Several EU+ countries updated family reunification rules, including in relation to children’s rights, while others introduced restrictions to reduce pressure on asylum and reception systems.
- Operational and digital preparedness for the Pact: Member States invested in the implementation of the Eurodac system and developed multipurpose centres combining screening, asylum border procedures and return border procedures.
- EUAA support to implementation: The EUAA supported Member States through guidance, tools, training and operational assistance in 12 EU countries.
