About this study:
Article 80 of the Treaty on the Functioning of the European Union (TFEU), states that: The policies of the Union set out in this Chapter and their implementation shall be governed by the principle of solidarity and fair sharing of responsibility, including its financial implications, between the Member States. Whenever necessary, the Union acts adopted pursuant to this Chapter shall contain appropriate measures to give effect to this principle.
The purpose of this study is to identify and assess the implications, scope and perspectives of this new Article 80, and to provide informed ideas and practical leads on possible modes of implementation of this Article. This Study goes beyond past analysis of intra-EU solidarity in the field of asylum and refugee policy and covers additional areas related to border control and irregular migration, trafficking in human beings, immigration and integration.
