Ad Hoc Query on municipal level initiatives in TCN soft-landing

Have Member States created municipal level centres where foreigners can receive the main migration and integration services in one place? This ad hoc query examines who are the actors involved and the services offered and to what extent foreigners are satisfied about such services.

On 25 November 2022, the Lithuanian Contact Point of the EMN launched an ad hoc query to learn from other Member States' best practices and improve the scope and quality of services offered in the International House Vilnus. Member States were asked more specifically whether they have a one-stop-shop for foreigners who are looking for migration and integration services at municipal level and who are the actors involved and services offered. They were also requested to share tools and results measuring foreigners' satisfaction regarding such services.

20 Member States responded to the ad hoc query with inter alia the following results:

  • 10 Member States who responded to an ad-hoc query stated that they have municipal-level centres where foreigners can receive the main migration and integration services in one place.

  • The main services provided in these centres include consultations with migrants about employment and residence permits. Also, some centres pursue initiatives designed to strengthen migrants’ integration.
  • The Czech Republic, Estonia, Finland, Lithuania, and the Netherlands measured foreigners’ satisfaction rates regarding the municipal level centres in recent years.

To learn more about Member States' practices in this regard, please read above the detailed compilation of answers or the summary drafted by the Lithuanian Contact Point of the EMN.
