Coherent return and reintegration assistance (EMN Inform)

This Inform explores good practices and challenges in the coordination between different stakeholders and between different stages of return and reintegration of third-country nationals in EMN Member and Observer Countries. The current weather conditions increase the risk that human smugglers will send groups of transmigrants, including small children, out to sea in overcrowded rubber boats, often with inadequate life jackets. To avoid this, the West Coast police zone and the Federal Police require special attention for people who cross the Channel from the Belgian coast to the United Kingdom in small boats.

Deadline to respond to call for proposals for projects fighting trafficking in human beings of third-country nationals

Before 21 August 2024, public institutions, private non-profit and international organisations may submit an application to receive funding under the Asylum, Migration and Integration Fund (AMIF) for a project strengthening the identification, assistance, support, and integration of third-country national victims of trafficking in human beings.

IOM shares 20 years of child trafficking data to inform policy and programming

05/08/2024

An IOM-Harvard report shows that close to half of the child victims of trafficking were being trafficked for forced labour (mainly boys), in a wide range of industries, such as domestic work, begging and agriculture. Sexual exploitation, including through prostitution, pornography, and sexual servitude, is also prominent, affecting 20 per cent of trafficked children, predominantly girls.

The Halle-Vilvoorde public prosecutor's office draws attention to the fight against human trafficking

Tuesday 30 July is the International Day against Trafficking in Persons. On this occasion, the Halle-Vilvoorde public prosecutor's office, together with the Labour Auditor's Office, invite as many people as possible to be vigilant and to report suspicious situations via the Belgian helpline for victims of human trafficking or via the new telephone number: 078/055.800.

EMN Belgium attends the launch of the Blue Heart Campaign against human trafficking

On 22 July 2024, the Minister of Justice officially launched the Blue Heart Campaign at the Antwerp city hall. EMN Belgium joined local authorities, the three specialised centres for victims of human trafficking, Myria, the Social Intelligence and Investigation Service and the IOM on this occasion. As one in three victims of human trafficking globally is a child, this year's global campaign urges accelerated action to end child trafficking.

The revised EU Anti-Trafficking Directive enters into force

On 14 July 2024, the revised EU Anti-Trafficking Directive enters into force with stronger rules to fight trafficking in human beings. The revised Directive introduces stricter criminalisation and provides stronger tools for public authorities to investigate and prosecute new forms of exploitation, including those that take place online, and ensure better assistance and support to victims.

Belgium participated in Joint Action Days leading to the arrest of 51 persons and identification of 334 potential victims of human trafficking

From 20 to 27 April 2024, Belgium participated, with 30 other countries, in the EMPACT Joint Action Days targeting human trafficking for labour exploitation purposes. The action resulted inter alia in 160 perpetrators and 334 potential victims identified and led to the arrest of 51 persons.

EU Council formally adopts revised rules to combat trafficking in human beings

Ad Hoc Query on residence permits for third-country national victims of migrant smuggling

Under Council Directive 2004/81/EC, EU Member States have the option to grant residence permits to third-country nationals who have been the subject of an action to facilitate illegal immigration, such as smuggling. The Chamber of Representatives adopts the draft law for a proactive return policy

02/05/2024

On 2 May 2024, the Chamber of Representatives adopted in plenary session the draft law for a proactive return policy. This law inter alia introduces the obligation for the foreigner to cooperate in the return process and it expands the pool of return escorts. The law also enshrines the principle according to which minor children aren't retained in closed centres.

Annual Report 2023 (GRETA)

The general report 2023 of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) includes a stocktaking of the third evaluation round of the Convention, which focused on trafficking victims’ access to justice and effective remedies. GRETA analyses trends emerging from its country reports, drawing attention to gaps in the implementation of the Convention, as well as promising practices.

European Parliament approves revised rules to prevent and combat trafficking in human beings and better protect its victims

On 23 April 2024, the European Parliament voted in favor of an amended Directive concerning trafficking in human beings. The new text broadens the EU’s actions against human trafficking beyond labour and sexual exploitation, and also criminalises new forms of exploitation like forced marriage, illicit adoption, and the exploitation of surrogacy at the EU level.

A Belgian government delegation is in Morocco to inter alia look into the repatriation of Moroccan citizens illegally staying in Belgium

10.093 victims of human trafficking were registered in the EU in 2022, according to Eurostat

Recent Eurostat figures show that in 2022, 10.093 victims of human trafficking were registered in the European Union. There were 8.064 suspected traffickers and 2.097 convicted traffickers. The statistics also shed light on gender distribution among traffickers and victims, as well as exploitation patterns.

The European Parliament and the Council reach a political agreement on new rules to reinforce the fight against trafficking in human beings

Today the Belgian presidency of the Council and representatives of the European Parliament reached a provisional agreement on the revision of the EU Anti-Trafficking Directive from 2011. The updated rules were called to better respond to developments in the forms and means of trafficking in human beings and to combat this crime more effectively.
