The audit concluded inter alia that:

  • It has not been possible to measure success of the annual programmes due to the lack of a proper monitoring and evaluation system. Nevertheless, most of the individual projects audited achieved positive results and Member States generally consider the Funds to have added value.
  • Although the total Fund implementation rate improved from 66 % (2007) to 77 % (2008), the Fund remained significantly under-utilised in several Member States.
  • The management and control requirements have imposed a disproportionatelyheavy burden on Member States and final beneficiaries, as well as theCommission.
  • Although certain efforts were made to ensure coherence and complementarity with the ESF by the Commission in both the design and implementation phases, these were not effective.
  • Delays in submission and approval of programmes and reports continue to be incurred by both Member States and the Commission, largely due to the administrative burden.
