The initiative follows the dismantling of an informal migrant camp in December 2023, which took place during the winter period and highlighted coordination challenges between the different services involved. In response, the City of Tournai brought together the local police, the Public Centre for Social Welfare (CPAS), the Belgian Red Cross, the Urban Social Relay (Relais social urbain) and the Platform for Interculturality (Plateforme pour l’Interculturalité) to establish a common framework defining the role of each actor during future operations. The protocol was formally approved by the Tournai Municipal Council on 29 June 2026.

According to the City, the protocol aims to ensure that dismantling operations are carried out in accordance with Belgian law while providing appropriate support to the persons concerned. It includes measures to inform individuals of their rights, refer them to the competent services, identify persons with specific needs, including unaccompanied minors and potential victims of trafficking in human beings, and facilitate access to social, medical and legal assistance where appropriate. 

The initiative seeks to improve coordination between the authorities and support organisations while ensuring that enforcement measures are accompanied by appropriate assistance for the persons concerned.
