Economic migration is on the rise in Belgium, according to Myria

Myria has published the fourth thematic section of its 2023 annual report. This section entitled "Economic migration, free movement en students" reports that 8.098 long-stay visas were granted for professional reasons to third-country nationals in 2022 (46% more than in 2021) and 19.721 single permits were issued to third-country nationals in 2022 (75% more than in 2021).

In this publication, Myria inter alia highlights that:

  • In 2022, 8,098 long-stay visas were granted to third-country nationals for professional reasons, both employees and self-employed persons. The main beneficiaries are Indians (23%), Turks (15%), Moroccans (6%) and Tunisians (5%).

  • In 2022, 19,721 single permits were issued to third-country national employees, all regions combined (first applications and renewals). The share of low- or medium-skilled profiles has significantly increased.

  • Additional safeguards should be put in place concerning single permits. Firstly, the worker must be less dependent on his employer and his job. Secondly, there needs to be a more transparent application procedure for the candidate worker.

  • In 2022, 214,062 posted workers were registered in Belgium, which is 7% more than in 2021. These are mainly EU citizens (78%), but the share of third-country nationals is increasing remarkably (21% in 2022 compared to 9% in 2017). As posted third-country nationals are more vulnerable to exploitation than posted EU citizens, they urgently need increased legal protection.

  • In 2022, 10,367 long-stay visas were granted for study reasons, which is 4% less than in 2021. They were mainly issued to Chinese (11%), Moroccans (9%), Cameroonians (8%), Turks (6%) and Indians (5%). Students who requested to change their status (from researcher to migrant worker) have recently faced significant delays in the processing of their request. Myria pleads for a more timely processing of such requests.
